Summary of the contracting process

Transport for London is seeking a provider for driver quality monitoring across London’s bus network. The service covers about 7,700 driver assessments a year, scoring performance against 23 categories. Assessors will use handheld devices to record results and transmit them to a database. The provider must supply an assessment application, devices, assessors and a data management system with a website through which TfL and bus operators can access assessments and reports. TfL has invited tenders through an open procedure. The procurement is a single lot and is suitable for small and medium-sized businesses. The deadline for clarification questions is 20 October 2026; tenders are due by 12:00 on 30 October 2026. The planned award decision date is 3 January 2027. The contract is due to run from 27 March 2027 to 27 March 2031, with a possible extension to 27 March 2032. Its stated value is £2.2 million gross. Evaluation weights technical quality at 50%, price at 40% and social value at 10%. Economic and technical selection requirements are set out in the tender documents. The contract is described as four years plus one year, and includes options for an increase in the number of driver surveys.

Notice Description

The requirement is for a Service Provider to provide Driver Quality Monitoring Services across the London bus network. Assessors undertake around 7,700 assessments per year and score drivers against 23 categories. Assessments will be recorded on a handheld device which will transmit the data to a database management system. Information held on the database will be accessible by bus operators and TfL. The data is used to monitor driver performance, inform areas of improvement and produce bus operator performance tables. The Service Provider will be required to: * Design or utilise an existing web based or mobile application to be used by assessors to carry out assessments * Provide off the shelf handheld devices to be used by assessors to complete the assessments and trasmit the data to the website * Provide adequate personnel to conduct the assessments * Provide a data management system and website interface to provide access to assessments and reports for both TfL and bus operators

TfL is conducting preliminary market engagement through a Market Sounding Questionnaire to understand current market interest, capability and capacity for the provision of Driver Quality Monitoring (DQM) Services for London buses. The engagement period commences on 11 June 2026 and will close at 5pm on 3 July 2026, following the deadline for receipt of questionnaire responses. Clarification questions may be submitted until 5pm on 19 June 2026 and TfL intends to issue responses by 26 June 2026. This exercise is for market engagement only and does not constitute a call for competition or a commitment to procure.
