Summary of the contracting process

The University of South Wales is buying two materials-testing machines for its Faculty of Computing, Engineering and Science: a universal testing machine for tensile testing, and a flexural testing machine. For each lot, the supplier must supply and deliver the equipment, install and commission it, and provide support. The procurement is for laboratory testing equipment and is divided into two lots, with one supplier intended for each. Delivery for Lot 1 is specified in the Pontypridd area of Wales. The university is the buying organisation. The machines are intended for use by the faculty; the requirement covers both the equipment and the associated installation, commissioning and support rather than equipment supply alone.

The buyer invited tenders through an open procedure. Suppliers could bid for either or both lots and had to submit a complete response for each lot bid for, electronically through the eTenderWales portal. The deadline for clarification questions was 6 November 2026 at 12:00; tenders were due by 13 November 2026. The stated contract period for both lots runs from 8 December 2026 to 31 March 2030. The estimated value is £200,000 excluding VAT (£240,000 including VAT) per lot; the total estimate is £400,000 excluding VAT (£480,000 including VAT). The buyer planned to complete the award decision by 7 December 2026. For each lot, evaluation gives 80% weight to price and 20% to quality review.

This opportunity suits manufacturers, distributors and specialist suppliers of laboratory materials-testing equipment that can provide either universal tensile-testing machines or flexural-testing machines. Bidders need to cover delivery, installation, commissioning and ongoing support, so relevant engineering and technical support capability is central, not just the ability to sell equipment. The two-lot structure lets suppliers focus on one machine type or compete for both, and the buyer has indicated that the universal testing machine lot is suitable for small and medium-sized enterprises as well as voluntary, community and social enterprises. Price carries the greater share of the evaluation, but quality review also contributes, favouring suppliers able to demonstrate a sound technical offer alongside competitive pricing.
