PME Class 158 and Class 170 Spares and Consumables
Notice Description
East Midlands Railway (EMR) is seeking information from the market to inform a future procurement for the supply of spare parts and consumables required to support the safe, compliant, and reliable operation of the Class 158 and Class 170 fleets. This Preliminary Market Engagement (PME) exercise is intended to gather market insight to help shape the final procurement strategy, lotting structure, service specification, and commercial model. Feedback received will be used to ensure the future procurement is proportionate, competitive, and aligned with current market capability and best practice. The scope is expected to include, but is not limited to, mechanical and electrical spares, consumables, repairable components, warranty and traceability arrangements, digital catalogues, and logistics support to EMR depots. The outcome of this PME may result in revisions to the final Procurement Strategy prior to the publication of the Invitation to Tender (ITT).
Planning Information
This PME exercise is being conducted to inform the development of a future ITT for the supply and management of spares and consumables required to support rolling stock maintenance and wider railway operations. The PME seeks to develop a comprehensive understanding of the market, including: • Supplier capability and breadth of offering, including the ability to supply rail-approved spares and consumables across multiple asset types (e.g. rolling stock, depots, stations, plant, and infrastructure-related assets) • Supply chain resilience and continuity, including stockholding strategies, lead times, contingency planning, management of obsolescence, and mitigation of single-source risk • Opportunities to support SME participation, either as prime suppliers, regional providers, or specialist manufacturers and distributors within the wider supply chain • Available inventory management and ordering solutions, including catalogue management, electronic ordering platforms, usage reporting, and integration with asset or maintenance management systems • Sustainability and social value opportunities, including reduced packaging, responsible sourcing, recycling of consumables, local supply options, and alignment with rail sustainability and net-zero objectives • Commercial and pricing models, including fixed pricing, basket or indexed pricing, call-off arrangements, framework models, and approaches to managing price volatility and demand fluctuation Suppliers will be invited to review PME documentation and submit responses to a structured set of questions. EMR will review all feedback received and use this information to refine the scope, specification, lotting strategy (if applicable), commercial approach, and evaluation methodology for the future procurement. Participation in this PME does not guarantee involvement in the subsequent procurement and is not a mandatory requirement for bidding. Feedback gathered during the PME will be analysed and used to inform the final ITT documentation. Once finalised, the procurement opportunity will be formally advertised via Find a Tender, in accordance with the Procurement Act 2023 and applicable transparency and governance requirements. Expressions of Interest in the PME will be managed through EMR's WAX procurement portal.
