Summary of the contracting process

The London Borough of Haringey intends to procure a borough-wide highways and street lighting works contract. The scope includes planned and reactive highway and street lighting maintenance, traffic management schemes, cycling and bus-priority schemes, drainage and parking schemes, traffic signal works, and public realm improvements. The planned contract period is 1 April 2028 to 31 March 2032, with renewals extending the maximum term to 31 March 2036. A future notice is expected on 1 March 2027. Market engagement is scheduled virtually on 10 September 2026 at 11:00; expressions of interest to attend are due by 9 September at 13:00, with follow-up questions due by 15 September at 17:00.

The procurement is likely to suit established highways, roads and street-lighting contractors, as well as specialist organisations able to contribute to traffic management, cycling and bus-priority infrastructure, drainage, parking, traffic signals or public realm works. A term contract extending over a maximum of 8 years (4 + 2 +2) comprising of - * Planned and reactive highway and street lighting maintenance works * Traffic management schemes * Cycling, bus priority, drainage and parking schemes * Traffic signal works * Public realm improvements As part of our broader engagement strategy, we are inviting all interested organisations to participate in a virtual a pre-procurement market engagement event. The aim of this event is to engage the market at an early stage to help shape a well-informed, effective, and competitive procurement process. It will also provide an opportunity to gather feedback from current and prospective providers on the proposed model, helping to refine and develop it further. The event will include a presentation outlining the Council's commissioning intentions, an overview of the anticipated requirements, and details of the proposed procurement approach. It will also give potential service providers the opportunity to ask questions and share their views in advance of the formal procurement process. The Council is committed to working collaboratively with the market to maximise the opportunities presented by these contracts and therefore encourages all current and prospective providers to attend.
