Summary of the contracting process

Sanctuary Housing Association intends to procure insurance and related services for its property and wider non-life insurable risks across the United Kingdom. The anticipated scope may include property damage and business interruption; employers’, public, products and property owners’ liability; business combined and office cover; money; all risks; computer; contract works; professional indemnity; and fidelity guarantee or crime insurance. Sanctuary will decide the final classes of cover. The requirement is classified as insurance services (CPV 66510000). Gibbs Laidler Consulting LLP is providing procurement consultancy to Sanctuary. The work is structured as one planned lot and is suitable for small and medium-sized enterprises. The procurement is expected to use a framework agreement, supporting insurance provision over a multi-year period.

This procurement is at the planning stage: Sanctuary has announced its intention to procure and has not yet invited tenders. The planned value is £150,000,000 excluding VAT, or £180,000,000 including VAT. One framework-agreement lot is planned, with an intended contract period from 31 May 2027 to 30 May 2032 and a possible extension to 30 May 2035. Sanctuary expects the next notice to be published by 21 September 2026. Before the formal tender, it plans optional in-person market-engagement meetings in Worcester on 14 and 15 September 2026; requests to attend are expected by midday on 10 September 2026. Attendance will not be evaluated and will not affect subsequent tendering. The final insurance classes and tender documentation are still being developed.

The planned requirement should suit insurance brokers and insurers with the capacity to manage a broad commercial and housing-related non-life insurance programme. Relevant capability may include arranging or underwriting property damage and business interruption, liability, office and business-combined, money, all-risks, cyber or computer, contract works, professional indemnity, and fidelity guarantee or crime cover. Brokers should be prepared to explain whether they would bid independently or with insurer partners; the engagement arrangements allow a broker to bring representatives from up to two preferred insurers. Businesses can use the pre-tender engagement to present their organisation, explain the classes of cover they provide, ask questions and give high-level feedback on the proposed approach. This is preparation for the future tender, not a current bidding opportunity.

This list is to be decided at the sole discretion of Sanctuary.

Planning Information

Sanctuary is undertaking early market engagement with prospective bidders and other participants within the insurance market in advance of its forthcoming insurance services tender. The purpose of this pre-engagement activity is to provide an overview of our organisation, outline our anticipated insurance requirements, and present our proposed procurement approach and indicative timetable. The sessions will also provide an opportunity for interested parties to ask questions, offer high-level feedback, and help inform the development of the final tender documentation prior to the formal launch of the procurement. Attendance at any meeting or event is entirely optional and will not form part of the evaluation process, nor will it confer any advantage or disadvantage in the subsequent tender. This pre-engagement is intended solely to promote transparency, improve market understanding, and support an open and competitive procurement process. Pre-engagement meetings will be held in person on Monday 14 September and Tuesday 15 September 2026 at: Sanctuary House Chamber Court Castle Street Worcester WR1 3ZQ You must request a meeting no later than midday on Thursday 10 September 2026. Spaces are limited, therefore if you wish to attend, please confirm your interest and availability as early as possible by emailing tracey.davison@sanctuary.co.uk with "Insurance Services Tender" in the email title. To assist Sanctuary in understanding the market and the likely composition of potential tender responses, please provide the following information when registering your interest: • Organisation name • Contact name and details • Whether you are a broker or insurer • Classes of cover provided • If you are a broker, whether you intend to bid independently or in partnership with insurer(s) • Name and position of attendees at meeting Brokers may bring representatives from up to two preferred insurer partners to the meeting, subject to space availability. Sanctuary reserves the right to limit attendee numbers where capacity constraints apply. Once you submit your interest, your request will be reviewed and allocation of available meeting slots confirmed. Due to limited parking on site, we cannot accommodate parking for these sessions. Several nearby pay-and-display car parks are available, and Worcester Foregate Street railway station is a short walk from the offices.
