Summary of the contracting process

Sanctuary Housing Association is seeking insurance and related services for its organisation and subsidiary organisations across the United Kingdom. The requirement is split into two lots: cover for property damage and business interruption, employers’, public, products and property owners’ liability, business combined and office risks, money, all risks, computers, contract works, professional indemnity, fidelity guarantee or crime, and other general non-life risks; and insurance services for its motor fleet. The buyer is a housing association. Suppliers may be interested in one or both areas, depending on their insurance product range and ability to serve the relevant risks. The work concerns arranging and providing insurance cover and associated services for a substantial housing organisation and its subsidiaries.

The buyer invited offers through a competitive flexible procedure, with a selection questionnaire followed by invitations to tender for shortlisted candidates. Expressions of interest were due by 6 November 2026 at 12:00; enquiries closed on 23 October 2026 at 16:00. The expected award date was 5 April 2027. Both lots have a base contract period from 31 May 2027 to 30 May 2032, with up to three one-year renewals, allowing a maximum total term of eight years. Lot 1, general non-life insurance, has an estimated gross value of £150 million; Lot 2, motor fleet insurance, £30 million. Quality accounts for 60% of the evaluation and cost for 40% for each lot. The procurement uses a framework agreement.

The opportunity is suited to insurers and insurance brokers able to provide broad general insurance and liability cover, or motor fleet cover, to a housing association and its subsidiary organisations. The two lots allow suppliers to focus on property, liability and other non-life risks or on fleet insurance. The buyer identifies exposure to property damage and business interruption, multiple liability classes, professional indemnity, crime-related cover and motor fleet risks. Suppliers should be able to demonstrate the capacity to support a large, multi-risk insurance programme and deliver the associated services over a long-term contract. Performance may be affected by insurer capacity, claims experience, market changes, regulation and economic conditions, so bidders should be equipped to manage these risks and meet agreed service levels. Small and medium-sized businesses are identified as suitable for Lot 1.

Planning Information

Sanctuary is undertaking early market engagement with prospective bidders and other participants within the insurance market in advance of its forthcoming insurance services tender. The purpose of this pre-engagement activity is to provide an overview of our organisation, outline our anticipated insurance requirements, and present our proposed procurement approach and indicative timetable. The sessions will also provide an opportunity for interested parties to ask questions, offer high-level feedback, and help inform the development of the final tender documentation prior to the formal launch of the procurement. Attendance at any meeting or event is entirely optional and will not form part of the evaluation process, nor will it confer any advantage or disadvantage in the subsequent tender. This pre-engagement is intended solely to promote transparency, improve market understanding, and support an open and competitive procurement process. Pre-engagement meetings will be held in person on Monday 14 September and Tuesday 15 September 2026 at: Sanctuary House Chamber Court Castle Street Worcester WR1 3ZQ You must request a meeting no later than midday on Thursday 10 September 2026. Spaces are limited, therefore if you wish to attend, please confirm your interest and availability as early as possible by emailing tracey.davison@sanctuary.co.uk with "Insurance Services Tender" in the email title.
