Summary of the contracting process

Historic Environment Scotland (HES) is planning to award a contract to provide maintenance services for scanning equipment under a Voluntary Ex-Ante Transparency (VEAT) Notice. This procurement falls within the services category, specifically focusing on the repair and maintenance of precision equipment, as per CPV code 50430000. The contract is intended to last for 48 months and involves annual on-site hardware maintenance, software updates, spare parts, and customer support for the National Collection of Aerial Photography's digital scanning equipment. The procurement method is limited due to technical reasons, and HES will award the contract to Leica Geosystems, as they possess the necessary expertise and supply chain support. The award stage has been completed, with the contract signed on 15 May 2026. HES is based in Edinburgh, UK, with the provision of services occurring at this location.

This tender presents meaningful opportunities for businesses that specialise in technical maintenance services, particularly those with experience in precision equipment and digital scanning technology. Companies with the capability to provide comprehensive support services, including spare parts and systems maintenance for niche equipment, would find this contract aligned with their expertise. It offers a long-term business growth opportunity for suppliers in the UK and elsewhere who can meet the specifications set by Historic Environment Scotland under the described conditions. This contract could serve as a significant engagement for large firms like Leica Geosystems, which possess the necessary technical capabilities and resources.
