Summary of the contracting process

Homes England, operating as a sub-central government public authority, has initiated a planning stage for the procurement process titled "Homes England - Moorfoot Phase 1, Sheffield Development Partner". This project focuses on a residential-led mixed-use regeneration located in Sheffield, within the UK region code UKE, specifically targeting the Moorfoot Catalyst site. The scope includes construction work on multiple plots as part of the first phase. Key dates include a due date of 19th June 2026 for a pre-market engagement questionnaire and a potential future tender notice date of August 2026. The procurement process is in the planning stage with Homes England as the buyer, supported by Cushman & Wakefield Debenham Tie Leung Limited as the procuring entity, and the estimated value of the project is £300 million.

This tender represents a lucrative opportunity for construction companies, particularly those experienced in urban regeneration projects. As the process includes phases for future developments, businesses that demonstrate capacity and expertise in large-scale residential construction could find ongoing opportunities with this project. Small and medium-sized enterprises (SMEs) are encouraged as the procurement process highlights suitability for SMEs. With a focus on creating significant public realm improvements, companies specialising in both construction and infrastructure development are well-positioned to thrive by engaging with this procurement opportunity.
