Summary of the contracting process

Great Places Housing Group intends to procure security services for its housing stock and other properties, covering more than 26,000 homes and properties across Lancashire, Greater Manchester, Cheshire, Staffordshire, Derbyshire and South Yorkshire. The indicative scope includes alarm monitoring, guarding, surveillance and patrol services, together with emergency responses to health and safety and fire safety concerns. The provider will be expected to deliver a high-quality, efficient service that reflects the differing needs of each location. Great Places is also seeking continuous improvement in service quality and consistency through collaboration and innovation. The scope remains indicative and may change following market engagement. This is a services requirement for a housing organisation, suited to suppliers operating across multiple locations and security disciplines.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender. Great Places is using the engagement to understand market capability and structure, commercial and pricing models, quality standards, service delivery and innovation before shaping its procurement strategy. One planned lot is intended, with an indicative contract period from 12 June 2027 to 11 June 2031. The estimated value is approximately £500,000 per annum including VAT; the published total value is £2,300,000 gross (£1,916,666.67 excluding VAT). Suppliers are invited to complete an online survey, expected to take around 15 minutes, with responses requested by 12 noon on Monday 17 August 2026. The next notice is anticipated on 13 October 2026.

The engagement is relevant to security companies able to provide a coordinated mix of alarm monitoring, guarding, surveillance, patrols and emergency response across northern England. Suppliers with operational coverage in Lancashire, Greater Manchester, Cheshire, Staffordshire, Derbyshire and South Yorkshire will be well placed to explain how they would maintain consistent service standards across dispersed housing properties while adapting delivery to local needs. Experience responding to health and safety and fire safety concerns will be important, alongside the capacity to support continuous improvement, collaboration and innovation. The planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. This stage offers an opportunity to influence the future service model and pricing approach before the tender is developed.

This Preliminary Market Engagement (PME) UK2 Notice is issued for research and engagement purposes. We are seeking input from potential providers who delivery Security Services, to help shape our future procurement strategy. The intended scope may include: * To deliver high quality security services in the most efficient manner to meet Great Places needs and requirements, taking into account Great Places unique needs per location * To provide an emergency response to Health and Safety and Fire Safety concerns. * To secure continuous improvement in quality and consistency of the service provided through collaboration and innovation. The contract will cover properties located in Lancashire, Greater Manchester, Cheshire, Staffordshire, Derbyshire, and South Yorkshire. Please note that this scope is indicative and subject to change. Estimated Value: Approximately PS500k (inc. VAT) per annum.

Respondents must declare any actual, potential or perceived conflicts of interest. Deadline for responses: 12:00 Monday 17th August 2026. Great Places reserves the right to extend this deadline at its discretion. Great Places reserves the right to conduct additional preliminary market engagement notice not described in this notice to help meet the objectives of the PME. This notice is issued in accordance with Sections 16 and 17 of the Procurement Act 2023 and is for preliminary market engagement only. It is not a call for competition.
