Summary of the contracting process

Great Places Housing Group is seeking security services to protect its customers, staff, visitors, contractors, buildings and equipment, and to prevent damage, disorder and theft. The work covers manned guarding, key holding, alarm response for offices and mobile patrols at vulnerable-customer and leasehold schemes. Waking watch and site security may also be needed. The procurement is divided into a North West lot, covering Greater Manchester, Cheshire, High Peak and parts of Lancashire, and a South Yorkshire lot, covering Sheffield, Rotherham, Doncaster, Chesterfield, Barnsley and Derbyshire. The North West lot also includes Blackpool, Blackburn, Lancaster and Preston. Suppliers may bid for both lots, and the service may extend to additional security work or locations as operational needs change.

Great Places invited offers through a selective competitive flexible procedure with three stages: a participation questionnaire, a supplier briefing and, for shortlisted providers, a tender covering price and quality. The enquiry deadline was 6 November 2026 at 00:00 UTC; expressions of interest were due by 16 November 2026 at 12:00 UTC. The planned contract period is 13 June 2027 to 12 June 2032. The North West lot is valued at £3,280,000 gross and South Yorkshire at £361,000 gross. Each lot is intended for one supplier; providers can bid for and win both. Evaluation weights quality at 65% and price at 35%. Applicants must meet participation conditions; up to five per lot proceed to the final stage, with ties at fifth place also invited.

This opportunity suits security firms with the SIA Approved Contractor Scheme accreditation for security guarding, key holding and alarm response, and appropriately licensed security guards. Providers need relevant contract references, including at least one in social housing or supported accommodation, and must demonstrate sound handling of challenging customer situations and staff conduct. Delivery calls for dependable staffing, mobilisation and coverage across dispersed locations, including emergency, out-of-hours and short-notice work; waking watch may require rapid deployment of trained personnel around the clock. Bidders need safeguarding training and policies, enhanced DBS checks for customer-facing staff, and procedures for data protection, health and safety and modern slavery risks. They must be prepared to meet the stated insurance levels and contribute 2% of contract spend to Great Places’ social value initiatives. SMEs and social enterprises are considered suitable.
