Summary of the contracting process

The Greater London Authority (GLA) is in the planning phase to procure Specialist Immigration Advice Services (SIAS) with an aim to contribute to the Mayor's Rough Sleeping Plan of Action. The tender, managed by the GLA in collaboration with Transport for London, focuses on delivering essential immigration advice to support the prevention and resolution of rough sleeping in London. The procurement process is expected to commence between April and July 2027, encompassing 4 to 5 London sub-regions. A preliminary market engagement stage is being conducted from 8th to 18th June 2026, inviting feedback to refine service models and ensure they're effective and sustainable. The total projected contract value extends up to £31.9 million, under a 'services' category involving a competitive flexible procedure.

This procurement offers significant business growth opportunities, particularly for companies involved in legal, immigration, or social support services. Organisations with expertise in these fields and experience in flexible service delivery models could greatly benefit. The contract supports small to medium-sized enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), making it accessible to a range of business types capable of innovating in service provision. By addressing immigration-related challenges for homeless individuals, businesses can play a transformative role in tackling rough sleeping while capitalising on a long-term government contract.

Notice Description

The Greater London Authority (GLA) is preparing to procure Specialist Immigration Advice Services (SIAS). This commissioning process presents a vital opportunity to reshape the future of rough sleeping services to achieve the Mayor's Rough Sleeping Plan of Action (https://www.london.gov.uk/programmes-strategies/housing-and-land/mayors-priorities-londons-housing-and-land/homelessness/services-people-experiencing-homelessness-including-sleeping-rough/mayors-rough-sleeping-plan-action) with the ambitious goal of ending rough sleeping in London by 2030. We are seeking to transform service delivery models to enable rough sleeping prevention alongside targeted and sustainable routes off the streets. The Specialist Immigration Advice Services will provide specialist immigration advice for single adults sleeping rough, and those at risk of rough sleeping, who need support to clarify and/or regularise their immigration status so they can in turn prevent or end their rough sleeping. The services will support 4 or 5 of the London Sub-regions - to be determined - and will form an essential element of London's preventative and responsive rough sleeping support system for homeless single migrants. The dates are indicative at this stage, with the intention being for the contract to commence between April and July 2027.
