Summary of the contracting process

East Riding of Yorkshire Council procured a term service for slurry sealing footways across the geographical boundaries of East Riding of Yorkshire. The works cover the design, supply and application of slurry surfacing, together with traffic management and pedestrian protection. They also include removing weeds and detritus before surfacing, siding out overhanging vegetation, reinstating ironwork and identifying and protecting statutory undertakers’ equipment affected by the works. The contractor must carry out the work in line with the Design Manual for Roads and Bridges and the Manual of Contract Documents for Highway Works, Volume 1, including Series 000 to 5700. This is a highways construction and footpath surface-treatment requirement, suitable for contractors able to deliver planned and site-based maintenance works across the council’s area.

The procurement is complete: East Riding of Yorkshire Council used a below-threshold open competition and awarded the contract to Pronin Ltd. The award was made on 26 August 2026 and the contract was signed on 9 September 2026. The contract runs from 1 October 2026 to 30 September 2029, with three optional 12-month extensions and a maximum end date of 30 September 2032. Its value is £2,160,000 excluding VAT and £2,592,000 including VAT. There was one lot, and three bids were received, including one from an SME. Evaluation gave 70% weight to price, based on the overall pricing schedule value, and 30% to quality, assessed through quality questions. The contract is active and has annual measures for time, cost and quality.

This award demonstrates a substantial, recurring requirement for specialist footway surface treatment from East Riding of Yorkshire Council. A credible future competitor would need the capacity to design, supply and apply slurry surfacing across a wide local authority area, while coordinating traffic management and protecting pedestrians around live works. Relevant operational capability includes vegetation and detritus clearance, ironwork reinstatement, and identifying and protecting statutory undertakers’ equipment. Experience of highway specifications is important, particularly the Design Manual for Roads and Bridges and the Manual of Contract Documents for Highway Works, Volume 1, including the applicable series through 5700. The evaluation also shows that cost discipline matters alongside demonstrable quality, so suppliers would need robust pricing, delivery controls and evidence that they can monitor time, cost and workmanship consistently.
