Summary of the contracting process

The Council of the Borough of Kirklees intends to establish a multi-provider framework for electrical works and goods. The planned scope covers full rewires, additional electrical works and single-item works in domestic properties, split into high-volume and low-volume requirements; Electrical Installation Condition Reports for domestic properties; contractor switches; electrical materials; and mechanical-electrical materials. The work spans electrical installation and the supply of associated materials and accessories. The council is based in Huddersfield, and the requirement is focused on its domestic property programme. The framework is intended to support several service providers rather than a single contractor, with separate lots planned for the different work and supply areas. Suppliers offering installation, inspection and testing, contractor switching, or electrical and mechanical-electrical materials should assess which parts of the planned scope match their activities.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender. The council expects to use an open procedure to establish a framework agreement. It plans to publish the next notice on 1 July 2026. Market-engagement responses are required through the stated portal by 30 September 2026, with the engagement instructions giving a 12 noon deadline. The planned framework is valued at £30 million excluding VAT, or £36 million including VAT. The planned contract period is 1 February 2027 to 31 January 2029, with one possible 24-month extension to 31 January 2031. The council is using engagement to test market capacity, risks, scope, risk allocation, contract form and procurement strategy. One planned lot is marked as suitable for SMEs.

This will suit businesses able to deliver domestic electrical installation at either high or low volume, including full rewires, additional works and individual repairs or installations. It may also suit specialist providers of domestic Electrical Installation Condition Reports, contractor switching services, and suppliers of electrical or mechanical-electrical materials. The planned framework structure could accommodate several service providers, so businesses may prepare for a role focused on installation, inspection and testing, switching, materials supply, or a combination of these. The council is specifically seeking market views on available capacity, capability, barriers, risks and opportunities, as well as how the scope and contract should be structured. Suppliers should use the engagement period to explain their delivery model, relevant experience and ability to support the anticipated programme before the formal tender is published.

The Council of the Borough of Kirklees (the "Council") is conducting a Preliminary Market Engagement exercise to gauge the level of interest for this opportunity. This exercise is not a call for competition. The Council wishes to establish a Framework of several Service Providers for the provision of Electrical Works and Goods. The Council intends to divide the Framework into Lots, including: - Full Rewires, additional and single item works to Domestic Properties (high volume) - Full Rewires, additional and single item works to Domestic Properties (low volume) - Domestic - Electrical Installation Condition Reports (EICR) - Contractor Switches - Electrical Materials - Mechanical Electrical Materials It is anticipated the Framework will run for two (2) years with one (1) possible 24-month extension period. The purpose of this Preliminary Market Engagement exercise is to: * Understand current market capacity, capability, and interest. * Identify barriers, risks, and opportunities. * Inform the procurement strategy (including scope, risk allocation and form of contract). * Shape future tender documentation so that it aligns with the market and delivers best value.
