Summary of the contracting process

The planned contract period is 1 February 2027 to 31 January 2029, with one possible 24-month extension to 31 January 2031. This will suit businesses able to deliver domestic electrical installation at either high or low volume, including full rewires, additional works and individual repairs or installations. It may also suit specialist providers of domestic Electrical Installation Condition Reports, contractor switching services, and suppliers of electrical or mechanical-electrical materials. The planned framework structure could accommodate several service providers, so businesses may prepare for a role focused on installation, inspection and testing, switching, materials supply, or a combination of these. The council is specifically seeking market views on available capacity, capability, barriers, risks and opportunities, as well as how the scope and contract should be structured. Suppliers should use the engagement period to explain their delivery model, relevant experience and ability to support the anticipated programme before the formal tender is published.

This exercise is not a call for competition. The Council wishes to establish a Framework of several Service Providers for the provision of Electrical Works and Goods. The Council intends to divide the Framework into Lots, including: - Full Rewires, additional and single item works to Domestic Properties (high volume) - Full Rewires, additional and single item works to Domestic Properties (low volume) - Domestic - Electrical Installation Condition Reports (EICR) - Contractor Switches - Electrical Materials - Mechanical Electrical Materials It is anticipated the Framework will run for two (2) years with one (1) possible 24-month extension period. The purpose of this Preliminary Market Engagement exercise is to: * Understand current market capacity, capability, and interest. * Identify barriers, risks, and opportunities. * Inform the procurement strategy (including scope, risk allocation and form of contract). * Shape future tender documentation so that it aligns with the market and delivers best value.
