Summary of the contracting process

Derby City Council procured fire risk assessment services for its current and potential future service requirements. The work covers fire-prevention services and risk or hazard assessments other than for construction, delivered for the Council and potentially across additional areas or client groups affected by local government reorganisation. The requirement is a single service package rather than several separately described lots. It is a public-sector professional service for organisations able to assess fire risks, identify hazards and provide advice that supports fire prevention and safe service delivery. The Council is a sub-central public authority based in Derby. The scope allows for changes in service demand, geographical coverage and responsibilities during the contract, so suppliers need to be able to respond to an evolving local-authority requirement.

The procurement has reached the award stage and the tender is complete. Derby City Council used an open procedure under the Procurement Act 2023 and Procurement Regulations 2024. Practical Solutions Midlands Limited was selected, subject to a standstill ending on 20 August 2026. The award date is 11 August 2026 and the awarded value is £768,000 excluding VAT, or £921,600 including VAT. The contract is planned to run from 1 October 2026 to 30 September 2028, with three possible one-year extensions, giving a maximum end date of 30 September 2031. Bids were evaluated on quality at 60% and price at 40%. The bid deadline was 26 June 2026, and the award decision was due by 30 July 2026.

This award demonstrates established demand from Derby City Council for specialist fire risk assessment and fire-prevention services, with scope that can expand as council responsibilities, locations or client groups change. A credible competitor for a future requirement would need demonstrable competence in fire risk assessment, hazard identification and fire-prevention advice, together with the capacity to deliver consistently for a public authority across a changing service area. The evaluation placed greater emphasis on quality than price, so suppliers should be able to show robust methodologies, clear reporting, reliable professional delivery and evidence that their assessments lead to practical risk reduction. The process attracted 17 bids, with three suppliers reaching the final stage, indicating a competitive market in which quality-led specialist providers can compete.

Notice Title

TD2392 - Fire Risk Assessment Services

Notice Description

Derby City Council (the Council) is undertaking this procurement to establish a contract for fire risk assessment services. The procurement process adopted by the Council is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations".) The initial contract period is two (2) years; the contract is estimated to commence on 1st October 2026 and expire on 30th September 2028. There will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. Bidders should note that the total estimated contract value of PS768,000, comprises of two components: i) The core contract value, estimated at PS192,000, based on known current service requirements ii) An additional estimated value of PS576,000 to reflect potential future changes in service scope or volume linked to LGR. These figures are estimations and due to only being in the early stages of the process the Authority cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.
