Summary of the contracting process

New Forest District Council procured kitchen replacement works for its local-authority residential housing stock and other council-owned buildings. The requirement covers the installation of fitted kitchens and associated replacement work under a single-contractor arrangement. Delivery is across the New Forest district, including properties and buildings managed or owned by the council. This is a public-sector building works opportunity for contractors able to manage kitchen replacement programmes in occupied or operational property environments. The buyer is New Forest District Council, based at Appletree Court in Lyndhurst. The arrangement is intended to support the council’s wider programme of renewing kitchens across its housing stock and other buildings, with individual works instructed according to the authority’s operational requirements and available funding.

The procurement is complete and the contract has been awarded, subject to the stated standstill and planned signature. It used an above-threshold open procedure with one lot and a closed framework limited to one contractor, without reopening competition. The estimated value was £5,700,000 excluding VAT (£6,840,000 including VAT). IAN WILLIAMS LIMITED was selected on 22 July 2026 for an award value of £5,065,972 including VAT. The contract period is 1 August 2026 to 31 July 2028, with options for two further 12-month extensions, potentially ending on 31 July 2030. The award was assessed on cost at 45% and quality at 55%. Thirteen valid bids were received, including ten from small and medium-sized enterprises.

This award demonstrates established demand from New Forest District Council for a specialist contractor to deliver fitted-kitchen replacements across a district-wide housing and property portfolio. A future competitor would need credible kitchen installation and building-services capability, with the workforce, supply chain and operational controls to manage multiple council properties and respond to demand-led instructions. The successful market included both large firms and smaller businesses, showing that the requirement can be relevant to contractors of different sizes where they can evidence reliable delivery capacity. Strong quality performance would matter alongside price, since quality carried the greater evaluation weighting. Experience of public-sector housing work, coordinating programmed refurbishment, maintaining standards across varied properties and working within available budgets would strengthen a supplier’s position when a comparable requirement returns.
