Summary of the contracting process

Welsh Government is procuring a four-lot, all-Wales print services framework for use by Welsh Government departments, with individual jobs managed by its central Print Team. The requirement covers commercial high-volume print, including brochures, catalogues, marketing literature and reports; commercial medium- to low-volume print, including stationery, folders, information booklets and NCR sets or pads; specialist print and finishing, such as promotional items, vinyl printing, intricate gluing, hand or in-line finishing, complex folding and sample bags; and cattle passports. This is a services opportunity for print manufacturers and specialist finishing providers able to deliver work across Wales. Suppliers may bid for one lot only, and each lot requires its own complete tender response.

The procurement has reached tender: the buyer invited offers through an open procedure for a closed framework agreement, with awards made with or without reopening competition. The framework is estimated at £4.3 million excluding VAT (£5.16 million including VAT). Lot values excluding VAT are £850,000 for high-volume print, £1.15 million for medium- to low-volume print, £1.15 million for specialist print and finishing, and £800,000 for cattle passports. Bids were due by 2pm on 9 October 2026, and enquiries by 2pm on 2 October 2026. The planned award decision date was 23 November 2026, with contracts running from 7 December 2026 to 6 December 2030. Each lot is evaluated independently on 70% technical quality and 30% price; one supplier can bid for and win only one lot.

High-volume bidders need capacity for runs exceeding 40,000 copies, while medium- and low-volume bidders need to handle runs from around 500 to 40,000 copies, including sheet-fed offset work. The Framework agreement will be split into 4 Lots covering the following range of requirements. Lot 1: All Wales Commercial High Volume Print Lot 2: All Wales Commercial Medium to Low Volume Print Lot 3: All Wales Specialist Print and Finishing Lot 4: Cattle Passports

Lot Information

Lot 1 - Commercial High Volume Print

This Lot will have up to a maximum of 8 Suppliers. The eight top scoring bidders will be awarded a place on the framework. This Lot is for customers who have a requirement to deal directly with a print manufacturer for high volume print, (e.g. runs in excess of 40,000 for 8pp A4/16pp A5 etc,) for a range of print services that may include, but not be limited to brochures, catalogues, marketing literature, and reports etc.

Lot 2 - Commercial Medium to Low Volume Print

This Lot will have up to a maximum of 10 Suppliers. The ten top scoring will be successful in being added to the framework. This Lot is for customers who have a requirement to deal direct with a print manufacturer for a range of print services of medium to low print runs (e.g. runs for 5,000 up to 40,000 of 16pp A4 /32pp A5 etc). Also Small to Medium sheet fed offset for medium runs (e.g. for 500 A4 up to 5000 8pp A4/16pp A5 etc) that may include, but not be limited to marketing literature, reports, brochures, information booklets, stationery, folders, NCR sets / pads, etc.

Lot 3 - Specialist Print and Finishing

This Lot will have up to a maximum of 8 Suppliers. The eight top scoring will be successful in being added to the framework. This Lot is for customers who have a requirement to deal direct with a print manufacturer for Specialist Print and Finishing. This may include items such as: -promotional print items; vinyl printing; intricate gluing; hand finishing; in-line finishing; complex folding; sample bags, or any other specialist items that the customers may require.

Lot 4 - Cattle Passports

A single supplier will awarded to the framework. The top scoring bidder will be awarded to this lot. Further information to be shared in the contract specification.
