Summary of the contracting process

The London Borough of Barking and Dagenham commissioned a preventative community money education and early-intervention advice service. The service is intended to improve residents’ financial education, resilience and confidence, and identify financial risks before they develop into unmanageable debt or require statutory or specialist debt advice. Delivery is expected to be trusted, accessible, culturally appropriate, locally embedded and partnership-led, working through neighbourhood networks. The procurement is for services to the community (CPV 75200000), with the awarded work classified as health and social work services (CPV 85000000). Delivery is in Barking and Dagenham. The intended provider base is the Voluntary, Community, Faith and Social Enterprise sector, with participation reserved for eligible SMEs and VCSE organisations located in the borough.

This completed below-threshold procurement used an open competition under the light-touch regime. It had one lot and was awarded on 28 July 2026 to We Are Group Holding LTD. The award is £454,048 excluding VAT and £544,857.60 including VAT. The contract period is 1 September 2026 to 31 August 2028, with signature scheduled by 4 August 2026. The original tender deadline was 30 June 2026 at 12:00, and the enquiry deadline was 22 June 2026 at 12:00. Evaluation placed 60% on quality, 10% on social value and 30% on pricing. Five bids were received, of which four reached the final stage; all four final-stage bidders were SMEs and three were VCSEs. The lot was suitable for both SMEs and VCSEs.

This award demonstrates a defined local requirement for preventative financial wellbeing services delivered through community organisations. A credible future competitor would need to provide practical financial education, build money confidence and recognise financial risk early, before residents need crisis or specialist debt support. Strong community trust, accessible and culturally appropriate delivery, and the ability to work through local neighbourhood networks would be important. The requirement also favours organisations able to operate in partnership rather than as a standalone advice service, with a clear prevention focus and meaningful social value. Suppliers should be prepared to evidence quality in service design and delivery, demonstrate a genuine local presence in Barking and Dagenham, and meet the expectations of an SME or VCSE provider reserved within the borough.

Notice Title

Community Money Education and Early Intervention Advice Model

Notice Description

The Council is seeking to commission a preventative, community-enabled money education and early intervention model to be delivered by the Voluntary, Community, Faith, Social Enterprise (VCFSE) sector. The model will focus on financial education and resilience, money confidence, and early identification of financial risk, supporting residents before problems escalate into unmanageable debt or crisis, and before statutory or specialist debt advice models (e.g. Citizens Advice) are required. The Council recognises that VCFSE organisations are well placed to deliver trusted, accessible and culturally appropriate education within communities and wishes to commission a model that aligns with our neighbourhood networks, is embedded locally, partnership-led, and prevention-focused. The Council is taking account of PPN 005: Reserving below threshold procurement; this tender is reserved for VCSEs and SMEs within the Borough of Barking and Dagenham.
