Summary of the contracting process

Nottingham City Council is procuring minor works for Nottingham City Housing Services, using one supplier to supplement its existing in-house capacity. The requirement covers building construction, roofing and other specialist trade works, building installation, and the repair and maintenance of building installations. Delivery is across Nottingham and Nottinghamshire. The contract may need to adapt to changes arising from Local Government Reorganisation, which could affect governance, boundaries and service delivery arrangements involving Nottingham City Council, Nottinghamshire County Council and district or borough councils. This is a works opportunity for contractors able to provide a broad range of responsive or planned housing-related building services under a single-supplier arrangement. The procurement is above the applicable threshold and is being run by Nottingham City Council as the buying organisation.

The buyer has reached the tender stage and invited offers through an open procedure. Bids had to be submitted electronically, in English, through the East Midlands Tenders service by 20 August 2026 at 12:00. The award decision was due by 25 September 2026 at 23:59. The contract period is 12 October 2026 to 11 October 2030. The estimated value is £9.4 million excluding VAT, or £11.28 million including VAT. There is one lot and the contract is intended for a single supplier. Evaluation is split equally between price and quality, with each weighted at 50%. The procurement is recurrent, with a subsequent process anticipated around 20 March 2030. The buyer intends to award the opportunity to one successful tenderer.

This opportunity suits an experienced and suitably qualified building contractor with the breadth to deliver minor housing works across Nottingham and Nottinghamshire. Relevant capability includes general building construction, roof works and other specialist trades, building installation, and repair and maintenance of building installations. Suppliers should be able to provide sufficient capacity to supplement the council’s in-house housing services and operate as the sole contractor for the requirement. The opportunity is identified as suitable for small and medium-sized enterprises and for voluntary, community and social enterprises, so organisations of those types may be well placed to compete if they can meet the service requirements. Bidders should also be prepared for contractual or operational arrangements to change if Local Government Reorganisation affects local governance, boundaries or service delivery.

Notice Title

CPU 8389 Minor Works for Housing Services

Notice Description

Nottingham City Housing Services is seeking tenders from suitably experienced and qualified entities for the provision of minor works, to a single supplier, to supplement their existing in-house capacity. The Authority's detailed requirements are defined in the Service Information and accompanying tender documents. Please note that during the anticipated contract period, Nottingham and Nottinghamshire may be subject to Local Government Reorganisation (LGR), a national programme led by central government to restructure two-tier authorities into single unitary councils. This process involves Nottingham City Council, Nottinghamshire County Council, the district/borough councils, and the Ministry of Housing, Communities & Local Government, and may lead to changes in governance, boundaries and service delivery arrangements that could affect this contract. Tenderers should therefore note that organisational and contractual arrangements may need to adapt in line with any LGR implementation.
