Summary of the contracting process

North Yorkshire Council procured works to upgrade signals and pedestrian crossings on Wetherby Road in North Yorkshire. The scope covered replacing ageing signals infrastructure, signalising currently uncontrolled pedestrian crossings and upgrading the signals to MOVA control. Associated civil engineering included installing ducting and reinstating the carriageway. The work is classified as road-signal installation and falls within the construction works category. The planned delivery location is in the United Kingdom. The requirement was suitable for small and medium-sized enterprises, although the selected supplier is Telent Technology Services Limited, a large technology and transport infrastructure company. The works also included factory and site acceptance testing before the Christmas traffic-management embargo, with MOVA validation planned after the main works.

The procurement is complete and has been awarded following a below-threshold open competition. Four bids were received, including two from SMEs. Telent Technology Services Limited was awarded the single lot on 27 July 2026 for £197,506.42 excluding VAT, or £237,007.70 including VAT. The contract period is 5 October 2026 to 20 November 2026. The tender submission deadline was 2 July 2026 at 16:00, after being extended following an interested party’s request; enquiries closed on 30 June 2026 at 07:00. Evaluation weighted price at 50%, contractor experience and capability at 10%, programme and delivery efficiency at 10%, health and safety at 10%, and five percent each for social value, warranties and workmanship, subcontracting, and environmental performance. Participation conditions were assessed before quality and price evaluation.

This award demonstrates demand from North Yorkshire Council for specialist traffic-signal and highway engineering capability, including replacement of ageing signal assets, pedestrian-crossing signalisation, MOVA control, ducting, carriageway reinstatement and associated civil works. A credible competitor for a future requirement would need demonstrable contractor experience and capability in road-signal installation and integrated civil engineering, together with a reliable delivery programme for constrained highway works. The evaluation also shows that health and safety, environmental performance, social value, workmanship and warranties materially influenced supplier selection. Suppliers should therefore be able to evidence robust construction controls, testing and commissioning arrangements, quality assurance, environmental measures and community benefits. Capacity to manage traffic management, subcontracting and acceptance testing would also be relevant to competing for this buyer’s comparable work.
