Summary of the contracting process

Nottingham City Council intends to procure works to create Electrical Installation Condition Reports (EICRs) for domestic and rented properties managed through its Housing Services teams. The requirement supports the Council’s wider construction, maintenance and infrastructure programmes across Nottingham. It is primarily electrical installation work and the repair and maintenance of electrical building installations, covering properties within the city. The Council is seeking a reliable supplier to carry out the reporting work and support its housing teams. The planned procurement is for one overall requirement rather than separate geographic or service lots. This will suit businesses providing electrical inspection and reporting services for housing providers, landlords or residential property portfolios, particularly those with the operational capacity to work across multiple domestic and rented properties in Nottingham.

This is a planning-stage pipeline notice: the Council has stated its intention to procure, but there is no invitation to tender yet. It expects to use an above-threshold open procedure for one lot. The future tender notice is expected on 2 November 2026, and the planned contract period is from 2 January 2027 to 1 January 2031. The estimated value is £5.4 million excluding VAT, or £6.48 million including VAT. The requirement is classified as works. The Council has updated the stated value because VAT had previously been miscalculated. The tender’s status is planned, so these dates and the procedure are the buyer’s current expectations rather than deadlines for submitting a bid. A further notice is expected when the procurement reaches the tender stage.

The work is likely to suit electrical contractors and specialist inspection providers experienced in producing Electrical Installation Condition Reports for domestic and rented housing. Suppliers should prepare to demonstrate reliable delivery across a substantial residential property portfolio and the ability to support housing services with consistent reporting and maintenance-related information. Businesses with experience working for councils, housing associations, landlords or other property managers may be well placed to compete. The Council has indicated that the requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, widening its potential supplier base. Firms that can organise inspections efficiently, maintain dependable field operations and deliver clear, usable reports should monitor the procurement as it progresses, although it cannot be bid for at the planning stage.
