Summary of the contracting process

The Department for Infrastructure is buying specialist training and assessment for its Training Centre through a three-lot framework: gas safety; confined-space entry; and marine VHF radio operation. Gas safety training covers safe handling, storage, transport and use of gas cylinders, leak checks and emergency response. Confined-space provision covers medium- and high-risk working, rescue and casualty recovery, and use and checks of breathing apparatus, gas detectors, winches, harnesses and ropes. VHF training covers radio rules, routine and emergency communications, distress and rescue equipment, practical radio use and written and practical competency assessment. Training and assessment are to be delivered at an approved venue proposed by the supplier; the authority buys the services, with delivery for its Training Centre.

The procurement has been awarded following an open procedure. South Eastern Regional College was selected for gas safety training, at a gross award value of £49,320; Industry Training Services Ltd and Certcom Training Ltd were selected jointly for confined-space entry training, at £77,414; and Belfast Skills Development Ltd was selected for VHF radio training, at £29,664. The award date for all three lots was 29 September 2026. The framework contract period is 12 October 2026 to 11 October 2027, with three potential extensions of up to 12 months each, subject to review and satisfactory performance. Evaluation was pass or fail: suppliers had to name an approved training venue and confirm compliance with the specification. Required approvals were Gas Safe (or equivalent), CABWI (or equivalent) and Royal Yachting Association accreditation (or equivalent), respectively.

This award shows demand from the Department for Infrastructure for specialist safety and marine communications training, with the requirement divided into three distinct lots and a framework allowing up to two suppliers per lot. Suppliers competing for future requirements will need to deliver the specified training and competency assessments at an approved venue, and be able to evidence the relevant approval: Gas Safe registration and assessment for gas safety, CABWI approval for confined-space training, or Royal Yachting Association accreditation for VHF radio training. Equivalent approvals may qualify, but suppliers must demonstrate equivalence. Credible providers will also need suitable instructors, facilities and equipment to cover the relevant hazards, rescue procedures or marine radio systems in the specification. The contract provides for review of performance before optional extensions, making consistent delivery and assessment important.

DfI Training Centre wishes to establish a Framework Agreement for the provision of training services. The Framework Agreement will comprise of 3 lots as detailed below. Lot 1 - Gas Safety Training and Assessment Lot 2 - Confined Space Entry Training Lot 3 - VHF Band Radio Operation Training and Assessment A maximum of two Suppliers will be placed on the Framework Agreement for each lot. Suppliers should refer to the Specification Schedule for full detail on the deliverables The Buyer cannot provide any guarantee as to the level of business under this contract.

Gas Safety Training and Assessment

Training and Assessment Event content to include: - Health & Safety related to gas cylinder, (LPG, acetylene, oxygen, butane, propane); - Basic legislation regarding gas; - Equipment needed when working with or handling cylinders; - Cylinder identification; - Cylinder valves; - Gas cylinder and relief devices; - Checking for gas leaks; - Emergency procedures; - Procedures in the event of a fire; - Handling gas cylinders; - Changing of hoses; - Transportation of gas cylinders; - Use of appropriate fire extinguishers; - Storage methods and conditions for storing.

Confined Space Entry Training

Training and Assessment Event content to include: - Event 1, Working in Medium Risk Confined Spaces - Event 2, Working in High Risk Confined Spaces - Event 3, Emergency Rescue and Recovery of Casualties from Confined Spaces including O2 resuscitator & AED training for confined space work The training events above must include training on Confined Spaces Gas Detection Equipment, Breathing Apparatus, Winches, Harnesses, ropes and other associated confined space entry equipment, including equipment checks

VHF Band Radio Operation Training and Assessment

Training and Assessment Event content to include: - Background information and licensing requirements on Marine VHF Radio rules and regulations. - Routine operation of Marine VHF Radio including digital selective calling - The correct VHF channels (frequencies) to be used for each type of communication - The phonetic alphabet and basic radio language - Communications to include, distress, emergency, medical assistance procedures and ship to shore communication. - Practical use of Marine VHF DSC radios - Global Maritime Distress Safety Systems (GMDSS) - Emergency Position Indicating Radio Beacons (EPIRB) - Search and Rescue Transponders (SART) - Competency assessment (Written/Practical)
