Summary of the contracting process

East West Rail Company Limited is procuring client support services for developing and delivering the East West Rail programme, which will create and upgrade rail links between Oxford, Milton Keynes, Bedford and Cambridge. The work is divided into three lots: programme reporting, planning, cost and risk controls, and project management office support; commercial management, procurement support and contract administration; and project and construction management, including site inspection, quality, health and safety, and CDM compliance. The services support a major rail infrastructure programme and its governance, assurance and delivery. The work is for East West Rail across the United Kingdom. The authority is also procuring a separate integration, technical, operations, assurance and environmental partner; client support suppliers must remain structurally separate from that partner during their contracts to protect independent advice and assurance.

The buyer invited offers through a selective competitive flexible procedure, with expressions of interest and conflict-of-interest checks followed by a procurement-specific questionnaire, tender stage for shortlisted suppliers and optional negotiation. Expressions of interest were due by 13 November 2026 at 12:00; enquiries by 6 November 2026 at 12:00. The completed questionnaire deadline is 24 February 2027, and the questionnaire was scheduled for issue on 30 November 2026. The estimated total value is £230 million to £350 million; stated lot values are £127 million for reporting and controls, £72 million for commercial management, and £151 million for project and construction management. Each lot is planned for 1 May 2028 to 30 April 2040. One supplier may be awarded at most one lot. Evaluation weights technical quality at 60%, price at 30% and social value at 10%.

The opportunity suits consultancies and delivery partners able to provide specialist support across a complex rail infrastructure programme, with capacity to meet the requirements of the lot or lots pursued. Lot 1 calls for strength in integrated cost, schedule, risk and change reporting; master scheduling, quantitative risk analysis, earned value and digital reporting, including Power BI and data governance. Lot 2 suits commercial and contract-management teams experienced in procurement, cost estimating, NEC or equivalent contract administration, payment assessment, change control, claims avoidance and audit support. Lot 3 requires project and package coordination, stakeholder and interface management, mobilisation, progress reporting and construction oversight, including site inspection, quality, health and safety and CDM compliance. Legal and financial capacity, technical ability and conflict-of-interest declarations are assessed; an Ethical Walls Agreement applies to relevant parties. SMEs and voluntary, community and social enterprises are identified as suitable. Suppliers must account for separation from the separately appointed assurance partner and award interaction constraints.
