Summary of the contracting process

Nottingham City Council is developing a new framework for accommodation-based services and community-based support for homeless people and people at risk of homelessness. The services will support people within Nottingham and the surrounding area covered by the council’s homelessness provision, replacing the current framework when it ends. The procurement is classified as health and social work services and social work and related services. It is a public-sector service opportunity rather than a works or goods contract. The framework is intended to commission future services, with the detailed service groupings and lot structure still to be confirmed in the eventual tender notice. The council is seeking market insight into how homelessness pathways and services should be designed.

This process is at preliminary market engagement and planning stage, not an invitation to tender. The council expects to use an open procedure for an above-threshold, light-touch services procurement, establishing a new open framework. The current framework ends on 31 March 2027. The planned framework is expected to run from 1 January 2027 to 31 December 2029, with possible extension to 31 December 2034. The council’s indicative next-notice date is 8 September 2026; the planned tender period is expected to end on 12 October 2026, with award expected by 10 December 2026. Market engagement sought views on the existing framework, service pathways and the proposed procurement process, with responses due by 3 August 2026. The framework may award contracts with or without reopening competition.

This will suit organisations already delivering accommodation-based homelessness services, supported accommodation, or community-based support for people experiencing or at risk of homelessness. Providers with practical knowledge of local homelessness pathways, single homelessness, stakeholder needs and service-system design will be well placed to contribute to the market engagement and prepare for the later tender. The council has indicated that small and medium-sized enterprises and voluntary, community and social enterprises are suitable for each planned lot. Businesses should review their accommodation capacity, community support model, safeguarding and case-management arrangements, partnership networks and ability to deliver across the relevant local service area. The engagement is also relevant to providers wishing to influence how the new framework is structured before the tender is issued.

Procurement Process Please see document 'Brief Explanation of the Proposed Procurement Process'. PLEASE NOTE THE FOLLOWING: Please note that the PME does not oblige the Authority to proceed with any procurement process. Whilst all information shared and provided will be considered, this does not guarantee it will form part of the final procurement approach or document. You may only provide the information you wish to provide. Any procurement conducted because of this PME will be advertised separately and all suppliers wanting to participate will need to respond to the advertisement (Tender Notice) as and when it is published, which will be no earlier than September 2026. Your response will have no influence on any assessment of any Tender you submit in relation to any future procurement process. Participation in the PME process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Authority. 6. Exclusion Grounds - Unfair advantage or distortion of competition The Procurement Act 2023 requires the Authority to take steps to ensure that suppliers/suppliers or persons participating in the PME are not put at an unfair advantage and that competition in relation to the award of the contract is not otherwise distorted. If the Authority considers that a supplier's participation in the PME has put a supplier at an unfair advantage in relation to the future award of the contract and that advantage cannot be avoided, it is possible that the supplier may be excluded from the procurement process. The Authority does not envisage that this will be an issue in this process, and you should not be deterred from participating in this PME process. 7. Transparency The Authority will keep a record of the information it has shared and received as part of the PME. The Procurement Act 2023 requires that the Authority shares information, and therefore the PME information will be summarised and shared as part of the tendering process to help ensure that participating suppliers/suppliers are not unfairly advantaged or disadvantaged. The information shared in the tendering process will focus on any factors that were material in deciding the Authority's procurement approach. It will not highlight any suppliers individual response to the PME. 8. Confidentiality/Commercial Secrecy The Authority reserves the right to disclose any information discussed as part of the PME unless otherwise agreed in writing, and subject to its obligations under the Procurement Act 2023, Freedom of Information Act 2000, and any other legislation governing the Authority. Please consider in advance how we can manage any discussions involving confidential information including intellectual property. Any information you consider to be confidential information should be highlighted as such when it is made available to the Authority. You will not make any public statement or press release in connection with the PME without prior written approval of the Authority.
