Summary of the contracting process

Denbighshire County Council is planning a new procurement process for a Framework Agreement targeting Small (Lower) Value Works within North Wales, marking a significant opportunity within the construction industry. The procurement is currently in the planning stage, with a market engagement event scheduled for 25th June 2026 at The OPTIC Centre, St Asaph. The framework aims to cover a range of construction works from general building and maintenance to minor refurbishments with project values ranging from £30,000 to £300,000 including VAT. The planning stage involves preliminary market engagement to inform suppliers about the upcoming opportunity and gather essential feedback to shape the procurement strategy under the governing laws of the Procurement Act 2023 and the Social Partnership and Public Procurement (Wales) Act 2023. Interested suppliers are encouraged to register their interest to attend the engagement event, which represents a meaningful step towards participating in this framework set to commence on 1st April 2027 and run through to 31st March 2031.

This tender provides a significant opportunity for businesses operating in the construction and civil engineering sectors to contribute to public works in North Wales. It is especially conducive for small to medium-sized enterprises (SMEs), local suppliers, and social enterprises that focus on general building, mechanical and electrical works, roofing, and improvements suitable for housing. The emphasis on fair work and sustainability highlights the potential for businesses to leverage their social value contributions as part of their competitive edge. By engaging in this framework, businesses can expand their portfolios, gain stability through diverse contractual arrangements like NEC4 or JCT forms, and enhance their local supply chain presence, positioning themselves as strategic partners to Denbighshire County Council for future public construction tenders.
