Summary of the contracting process

Greater Manchester Combined Authority procured education and training services for System Leaders in Education (Careers), known as SLEs. The requirement covers recruiting, training, deploying and quality-assuring SLEs. GMCA provides the service to stakeholders in the Careers Hub, supporting delivery of careers activity under the Greater Manchester Strategy. Work is delivered across Greater Manchester. The procurement is complete and has been awarded following a below-threshold open competition. Bright Futures Educational Trust was selected for the single lot. The contract was signed on 31 August 2026 and runs from 31 August 2026 to 30 August 2027. Its value is £34,000 excluding VAT (£40,800 including VAT). GMCA reserved the right to extend it for two further 12-month periods, subject to satisfactory performance, funding availability and continued strategic alignment; the maximum stated contract period ends on 30 August 2029. The original tender deadline was 19 June 2026 at noon. The lot was suitable for SMEs and voluntary, community and social enterprises. Evaluation sought the most advantageous tender: delivery model 40%, recruitment and engagement 30%, quality assurance and reporting 20%, and social value 10%; price carried no weighting because the budget was fixed.
