Summary of the contracting process

Norfolk County Council intends to establish a framework for personalised tutoring for children and young people across Norfolk, delivered online or face to face outside or alongside school. The service is intended for pupils with educational, social, emotional, medical, behavioural or special educational needs. Providers will support improved engagement with education, address barriers to learning and help pupils progress, develop and, where appropriate, reintegrate into education. Provision is expected to be safe, effective and focused on outcomes, and to align with statutory duties, Norfolk’s Area SEND and Alternative Provision strategies, and FLOURISH outcomes. The work is tutoring and related educational support, rather than general school teaching; in-person provision will take place in non-school settings across Norfolk.

This is at planning stage: Norfolk County Council has stated its intention to procure, but has not yet invited tenders. It expects to publish a future notice by 1 December 2026. The framework is due to run from 1 June 2027 to 31 May 2035. Its estimated value is £128 million excluding VAT (£153.6 million including VAT). There will be two lots: online one-to-one tuition and in-person tutoring across Norfolk in non-school settings; providers may apply for either or both. The council planned two online market-engagement sessions, on 19 October 2026 from 4–5pm and 29 October from 10–11am, with the same content at each. RSVP cut-offs were 3pm on 14 October for the first session and 4pm on 28 October for the second.

The framework is intended to suit tutoring providers able to deliver either one-to-one tuition online, in-person tutoring across Norfolk, or both. Providers should be prepared to support children and young people with varied educational, social, emotional, medical, behavioural and special educational needs, and to deliver provision that is safe, effective and focused on outcomes. The council’s stated aims include improving educational engagement, reducing barriers to learning, supporting progression and development, and enabling reintegration into education where appropriate. The service is expected to align with statutory duties and Norfolk’s Area SEND, Alternative Provision and FLOURISH priorities. Norfolk County Council planned market-engagement sessions to explain the service and tender process to interested providers.

Notice Description

Norfolk County Council will be seeking providers that wish to apply for a placement on a framework which will deliver high-quality online and face to face personalised tuition for children and young people across Norfolk. The service will deliver education outside of, or in addition to, a school setting. The service defines the standards, expectations and responsibilities that providers must meet to support children and young people with a range of educational, social, emotional, medical, some behavioural and special educational needs. The expectation is that providers will deliver provision that is safe, effective, outcome-focused and aligned with statutory duties in line with Norfolk Area SEND, Alternative Provision Strategy and FLOURISH outcomes. The service will aim to improve educational engagement, address barriers to learning and support successful progression, development and reintegration into education wherever appropriate . The framework will be divided into two Lots, providers can apply for one or both Lots. Lot 1 will be for the provision of delivering one to one tuition online and Lot 2 will be for the provision of in-person tutoring across Norfolk in a non-school settings. The framework agreement is due to commence on 1st June 2027.

NCC will be holding Market Engagement sessions on Monday 19th October 4-5pm and Thursday 29th October 10- 11 am, to share information on the services being procured, updates for potential providers and guidance on the tender process. We encourage any suppliers interested in applying to this opportunity to attend one of these sessions, both sessions will contain the same content to provide the market with more flexibility to attend.
