Redcar and Cleveland Borough Council is undertaking preliminary market engagement in advance of a potential procurement for the provision of Revenues and Benefits services. The current contract for the Authority's Revenues and Benefits service delivery is due to expire on 7 May 2028. The Authority is therefore considering its future delivery model and is seeking to engage with suppliers that are capable of delivering a full end to end Revenue and Benefits Service to inform its strategic approach. This includes consideration of a range of options, including fully outsourced, in-house or a shared service model. The scope of services under consideration is expected to include, but is not limited to: * Council Tax and Business Rates administration and collection * Housing Benefit and Council Tax Support administration * Customer contact and service delivery in relation to the services * Revenues enforcement and recovery up to liability order stage * Fraud prevention, quality assurance and compliance activity * Digital service delivery and channel shift The purpose of this engagement is to: * Understand current market capability and capacity to deliver Revenues and Benefits services * Explore innovative delivery models, including the use of technology, automation and digital solutions * Assess supplier approaches to service transformation, efficiency and demand management * Gain insight into commercial models, cost drivers, and optimal contract structures * Understand key risks and success factors associated with mobilisation and transition * Inform the Authority's consideration of alternative delivery models, including the feasibility of insourcing or hybrid approaches The Authority is particularly interested in engaging with organisations that can demonstrate experience in delivering large-scale Revenues and Benefits services within the UK public sector, including those offering: * End-to-end managed services * Technology enabled service delivery models * Specialist capabilities (e.g. fraud, analytics, automation) * Transition and mobilisation support

Planning Information

To support this preliminary market engagement exercise, the Authority will invite organisations that, through completion of a short questionnaire, demonstrate an ability to deliver the required services to participate in a structured "Meet the Buyer" process. This will consist of a one‑to‑one session with Authority representatives. Where a questionnaire response does not demonstrate sufficient alignment with the scope of requirements, the Authority may decide not to offer an invitation to a one‑to‑one session. Organisations wishing to participate are required to register their interest in attending a session by emailing Procurement@redcar-cleveland.gov.uk. Upon receiving a request to participate, the Authority will issue the questionnaire and a high level scope of requirements containing indicative activity information. The Authority requests that completed questionnaires are returned to Procurement@redcar-cleveland.gov.uk by no later than 12 Noon on Wednesday 17 June 2026. Organisations that demonstrate capability to deliver the required services as outlined in the high-level scope document will be issued a time slot for a one to one session. One-to-one sessions will take place on Wednesday 01 July 2026 via Teams. Sessions will be offered on a first come first served basis. If you are unable to attend the time allocated but wish to participate, please advise your availability and the Authority will accommodate where possible. The Authority will endeavour to advise organisations that will be invited to attend a one-to-one session by no later than 17:00 Wednesday 24th June 2026. To ensure compliance with the Procurement Act 2023, the Authority will: • Treat all participants equally and ensure no organisation gains an unfair competitive advantage • Ensure that any information shared that may be relevant to a future procurement is made available to all participants in an appropriate and transparent manner • Not use this engagement to pre-select or evaluate suppliers Participation in this engagement process will not confer any advantage in any future procurement, and any subsequent procurement process will be conducted in accordance with the Procurement Act 2023. The information gathered through this engagement will be used to: • Inform the Authority's delivery model decision, including consideration of insourcing or shared service arrangements with another Local Authority, meaning a tender process may not necessarily follow • Shape the scope, structure, and specification of any possible future procurement • Support development of an appropriate procurement strategy, including route to market and commercial model
