Summary of the contracting process

Gloucestershire County Council is developing the SHaRe Framework to procure high-quality health and social work services for children, young people and families. The framework is intended to support positive outcomes through services that are responsive, innovative and focused on measurable results. It aims to create a diverse and sustainable provider market, rather than a single-provider arrangement. The procurement is categorised as services, with the stated classification covering health and social work services. The framework relates to one lot and is intended for delivery in the United Kingdom. The council is the buyer and will manage the procurement. The framework is intended to suit small and medium-sized enterprises and voluntary, community and social enterprise organisations, as well as existing framework providers, independent providers, new market entrants and consortiums or partnership organisations. It may therefore suit providers that can demonstrate practical delivery capability in health, social work or family support services, with a focus on children, young people and families. Organisations should be prepared to show how their services are responsive, innovative and outcome-focused, and how they can contribute to a diverse and sustainable provider market. Providers considering participation can use the planned information events to understand the proposed service requirements, commissioning objectives, tender process and key requirements. Consortiums may find the framework relevant where partnership working is needed to combine complementary expertise or delivery capacity.

Planning Information

Invitation to Attend Virtual Tendering Information Events for the SHaRe Framework We are pleased to invite current and prospective providers to attend a series of virtual tendering information events relating to the forthcoming procurement of the SHaRe Framework. These sessions will provide an overview of the framework opportunity, procurement process, anticipated timescales, and key requirements for organisations wishing to apply. The events will also offer an opportunity for attendees to gain a better understanding of the tendering process and ask clarification questions in an open forum. Purpose of the Information Events The virtual events will: Provide an overview of the SHaRe Framework. Explain the procurement and tender submission process. Outline the proposed service requirements and commissioning objectives. Highlight key dates and milestones. Support providers in the understanding of the tendering process Offer an opportunity for questions and discussion. Who Should Attend The events are open to: Existing framework providers. Voluntary, community and social enterprise organisations. Independent providers. New market entrants interested in delivering services under the SHaRe Framework. Consortiums and partnership organisations considering a tender submission. Dates and Times Virtual Tendering Information Event - 1 Thursday, 3rd September - 13:00 - 14:00 Virtual Tendering Information Event - 2 Monday, 7th September - 10:00 - 11:00 Virtual Tendering Information Event - 3 Tuesday, 8th September - 13:00 - 14:00 Please note, all events are the same so providers will only need to attend one event. Registration: Organisations wishing to attend should register by emailing Nadine Jackson at Nadine.Jackson@gloucestershire.gov.uk, clearly stating the date and event they wish to attend, no later than 3pm the day before the requested event date. Attendance is strongly encouraged but is not a mandatory requirement for submitting a tender. Further Information Procurement documentation, including the tender pack and associated guidance, will be published via the appropriate e-procurement portal in due course. Any information provided during the engagement events will not form part of the procurement documentation. Any clarification questions and responses that are relevant to all potential bidders will be shared through the procurement portal to ensure transparency and equal treatment.
