Summary of the contracting process

Gloucestershire County Council is leading the procurement process for the SHaRe Framework (Support, Help, and Resources), a commissioning initiative aimed at consolidating various services for children and young people. This process is in the planning stage and is designed to secure providers for services such as Short Breaks, Floating Support, and the Holiday Activities and Food Programme, among others, within the UK region of UKK13. Engagement sessions commenced on 10th June 2026, with additional specification focus group sessions scheduled between 29th June and 1st July 2026, extending to 16th July 2026. This framework agreement, with a total estimated value of £129,293,380.8, has a planned contract period starting 1st April 2027 and ending 31st March 2033, with potential extensions up to 31st March 2035. A future notice is planned for 1st September 2026.

We will also be hosting a series of Specification Focus Group sessions to support the development of service specifications across each area within the framework. These sessions will provide an opportunity for providers to share their expertise, contribute insights, and help shape practical, deliverable specifications. Engagement spec focus group sessions will take place from 29th June - 1st July 2026. UPDATE - GCC have added one additional session for SHaRe framework to providers, to share key information, and gather your feedback to help shape future delivery.
