The Home Office is seeking to engage with suppliers interested in delivering digital delivery support services for a future procurement. The requirement is still being developed and this preliminary market engagement will be used to test supplier appetite, understand market capability and help refine the final requirement and procurement approach. The potential future requirement may include support across the following areas: * cross-portfolio delivery integration support; * demand management; * project initiation and mobilisation; and * surge capacity / flexible multidisciplinary delivery support. More detail on requirements will be provided on signing of the NDA. The Home Office is particularly interested in supplier views on delivery models, commercial models, market capacity, mobilisation considerations, and how flexible demand and surge capacity could operate in practice. This is not a call for competition or an invitation to tender. The Home Office reserves the right to amend the scope, procurement route, commercial model and timetable following market engagement and internal approvals.

Planning Information

This Preliminary Market Engagement relates to the Home Office’s potential future M&B Digital Delivery Procurement. The requirement is still being developed. The purpose of this engagement is to test supplier appetite, understand market capability, gather views on possible delivery and commercial models, and inform the Authority’s development of the requirement and procurement approach. The engagement process will be conducted in stages. Stage 1: Expression of interest and NDA Suppliers interested in participating in this market engagement should access the relevant event through Jaggaer and complete the Non-Disclosure Agreement (“NDA”) made available by the Authority. For the purposes of this market engagement, completion and return of the NDA will be treated by the Authority as the supplier’s expression of interest in participating in the next stage of the engagement and must be completed by 15:00 on 9th June. The NDA is required so that the Authority can share additional background information with suppliers in a controlled manner. Suppliers will not be provided with access to the Background Note or any further detailed market engagement material until the NDA has been completed and accepted by the Authority. Participation in this market engagement, including completion of the NDA, is voluntary. Participation is not a condition of participation in any future procurement. Non-participation in this market engagement will not prevent a supplier from participating in any future procurement opportunity, should one be launched. Stage 2: Release of background information Following completion and acceptance of the NDA, the Authority intends to provide suppliers with access to a Market Engagement Background Note through Jaggaer. The Background Note will provide further information on the Authority’s current thinking, the strategic and operational context, the potential scope of the future requirement, and the areas where supplier feedback is requested. The information provided in the Background Note will be high-level and indicative only. It should not be treated as a final specification, statement of requirements, procurement strategy or commitment to procure. The purpose of the Background Note is to help suppliers prepare for the virtual industry day and to support informed clarification questions and feedback. Stage 3: Clarification questions After reviewing the Background Note, suppliers may submit clarification questions through Jaggaer by 15:00 9th June. The Authority will collect and review clarification questions received. The Authority will determine which questions are relevant and appropriate to answer at this stage of market engagement. Suppliers should avoid submitting commercially sensitive questions. Where the Authority considers that a question is commercially sensitive, supplier-specific, outside the scope of the engagement, or where answering it could distort competition, the Authority may decline to answer it. Where appropriate, questions may be anonymised and answered during the virtual industry day. The Authority may also issue written responses through Jaggaer following the virtual industry day where it considers this appropriate. Stage 4: Virtual industry day The Authority intends to hold a virtual industry day on: Date: 10th June 2026 Time: 13:00 Format: Virtual meeting Duration: 30 minutes The virtual industry day will provide suppliers with an overview of the potential requirement and the proposed market engagement themes. It will also provide the Authority with an opportunity to respond to relevant clarification questions submitted through Jaggaer, subject to time and appropriateness. The Authority may use the session to explain the potential scope, delivery challenges, commercial considerations and areas where supplier feedback is sought. The Authority may not be able to answer all questions during the session and reserves the right to provide responses after the event where appropriate. Stage 5: Supplier questionnaire Following the virtual industry day, the Authority intends to issue a written supplier questionnaire to participating suppliers through Jaggaer. The questionnaire will invite suppliers to provide views on the potential requirement, including delivery models, commercial models, market capacity, mobilisation considerations, flexible demand, surge capacity, risk allocation and any other relevant matters. Supplier responses must be returned through Jaggaer by 17th June 2026. Supplier questionnaire responses will not be scored or evaluated as part of a procurement process. The Authority may use the information provided to help refine the requirement, procurement strategy and commercial approach for any future procurement. General engagement conditions This market engagement is not a call for competition or an invitation to tender. The Authority reserves the right to amend the scope, timetable, procurement route, commercial model and requirement following market engagement and internal approvals. The Authority will take steps to ensure that participation in this engagement does not give any supplier an unfair advantage in any future procurement. Information arising from this engagement that is relevant to any future procurement may be shared with the market in an appropriate form, subject to confidentiality and security considerations.
