Summary of the contracting process

Crescent Purchasing Consortium Limited has established a UK-wide framework for HR, payroll and employee screening services for schools, academies, colleges, universities, educational trusts, local authorities and the wider public sector. Lot 3, employee screening, was awarded to Secure Screening Services, GIANT PRECISION LIMITED, Vision for Education Limited, Zelt, Reed Specialist Recruitment, FIRST ADVANTAGE EUROPE LTD and Verifile Limited for £2,499,999.95. Lot 4, DBS screening, was awarded to GIANT PRECISION LIMITED, Vision for Education Limited, Reed, Secure Screening Services, Verifile, APPLICATIONS ASSIST LIMITED, FIRST ADVANTAGE EUROPE LTD and Zelt for £2,500,000. Evaluation was 60% quality and 40% price; each lot was suitable for SMEs and VCSEs. A future signature milestone was set for 23 September 2026.

This award demonstrates sustained public-sector demand for outsourced HR, payroll and screening services across education, local government and related bodies. A credible future competitor would need a clearly defined capability in one or more of the four service areas, with the operational capacity to support multiple public-sector customers across the UK. HR providers should be able to deliver practical workforce and employment advice; payroll specialists should demonstrate dependable processing and customer support; screening providers should manage employment checks accurately and securely; and DBS specialists should handle high-volume checks for education and other public-service workforces. The awarded supplier mix includes large organisations and SMEs, showing that specialist businesses can compete alongside national providers. Strong technical quality was more important than price in evaluation, so evidence of service quality, robust delivery processes, experienced staff and reliable systems would be important when this requirement returns.

For the past few years, CPC has outsourced the contract management of its HR, Payroll and Employee Screening Services framework agreement for various reasons, one of which being capacity internally. We are now looking to bring this framework back in-house and this tender exercise will form the new iteration of the framework. Suppliers must be capable of delivering high-quality, cost-effective HR, Payroll and Employee Screening Services to institutions such as schools, academies, colleges, universities, and educational trusts, as well as local authorities and the wider public sector.
