Summary of the contracting process

Leigh Academies Trust sought a single-supplier framework for energy consultancy and procurement services for use by the Trust and authorised organisations across the UK. The work covers energy purchasing and contract management, energy audits and monitoring, budget setting, bill validation and invoice management, carbon and sustainability advice, regulatory compliance, energy strategy, utility data analysis, and support for renewable energy and decarbonisation. Eligible users include education providers, social housing providers, health authorities and NHS trusts, other UK contracting authorities, and certain associated organisations and supply-chain members. Users outside the Trust’s own group need an access agreement where required. The framework was to be managed by Pretium Frameworks Limited; individual users would manage their own call-off contracts.

The buyer invited offers through an open procedure. The process was subsequently terminated: Leigh Academies Trust decided not to award the framework following additional Department for Education guidance. The procurement was a single-lot, single-supplier framework, with call-offs made directly without further competition. The published submission deadline was 3 July 2026 at 11:00 and the enquiry deadline was 22 June 2026 at 16:00. The framework period was 29 July 2026 to 29 July 2030. Its estimated value was £40 million excluding VAT (£48 million including VAT). Evaluation was weighted 60% to quality and 40% to commercial price. Economic and technical selection requirements were set out in the tender documents. The supplier would pay management fees, included in tendered rates: 15% for energy procurement and 3.5% for other consultancy services.

This opportunity suited energy consultancies and procurement specialists able to combine energy purchasing support with technical and advisory services. Relevant capabilities include managing energy contracts and broker services, conducting audits and monitoring, validating bills, handling utility data, setting budgets, and advising on carbon reduction, renewables and decarbonisation. Suppliers also needed to advise on energy-related regulatory obligations, including ESOS and SECR, and support the development and implementation of energy strategies. The broad public-sector user base and UK-wide reach called for the capacity to support organisations across education, health, housing and other public services. Small and medium-sized enterprises were considered suitable. The framework required one supplier to meet the full scope, with direct call-offs and no further competition; the supplier would also bear the framework management fees within its prices.

Notice Description

Leigh Academies Trust is seeking to establish a single-supplier Framework Agreement for the provision of Energy Consultancy Services. The Framework will be available for use by the Contracting Authority and a wide range of Authorised Users across the education sector and wider public sector. The Framework will cover, but is not limited to, the following services: Energy procurement and purchasing support, including the management of energy contracts and broker services Energy auditing, monitoring, and reporting Budget setting, bill validation, and invoice management Carbon and sustainability advisory services Regulatory compliance advice, including support with ESOS, SECR, and other legislative obligations Energy strategy development and implementation support Utility management and data analysis Support with renewable energy and decarbonisation initiatives The Framework will be established for a period of four years and will be awarded to a single supplier under an Open Procedure in accordance with the Procurement Act 2023 and associated Procurement Regulations 2024. Call-off contracts will be awarded via direct award without further competition. The Framework will be managed by Pretium Frameworks Limited as Framework Manager. Authorised Users will access the Framework via an Access Agreement. Call-off contracts awarded under this framework may be extended beyond the initial contract term. The maximum duration of any individual call-off contract, including any extensions, shall not exceed 10 years. The Authorised Users may exercise the right to extend at their sole discretion, provided that written notice is given to the Framework Provider no later than 1 month prior to the expiry of the then-current term. Extensions are subject to satisfactory performance, continued need, and budgetary approval. The Framework will be available to organisations throughout the UK, if the User is permitted to do so and not confined by geography. This Framework will be open to but not limited to: * any entity within the same group of companies as Leigh Academies Trust from time to time (a "Leigh Academy") * any entity or joint venture company that Leigh Academies Trust or any other Leigh Academies Trust Member holds an interest in from time to time (a "Leigh Academies Trust JV") * any Social Housing Provider in the United Kingdom (excluding Leigh Academies Trust, Leigh Academies Trust Members and Leigh Academies Trust JVs) * any national, regional or local health authority, including NHS Trusts * any educational establishment, including but not limited to primary and secondary schools, further and higher education institutions, academies and free schools * any other "contracting authority" in the UK as defined in the Procurement Act 2023; and * any supply chain member of Leigh Academies Trust or of any of the above organisations * and, in the case of the organisations listed in limbs (iii), (iv), (v), (vi) and (vii) above, who has entered into an Access Agreement with Leigh Academies Trust
