Notice Description

This procurement establishes a multi-lot framework for civils, buildings, overhead line and underground cable works across Scottish Hydro Electric Transmission's large capital delivery portfolio in Scotland. The framework covers six lots: -civils works up to PS10m -civils works over PS10m -buildings and infrastructure -overhead line pole construction -overhead line tower construction -underground cable construction It is intended to appoint long-term strategic partners with the capability and capacity to deliver design, management, construction, testing and completion works, supporting network investment, renewal, customer connections and the transition to net zero. The framework has a potential total value of up to PS7.4 billion, with lot specific framework appointed for a period up to eight years.

Lot Information

Buildings & Infrastructure

Lot 3- Buildings & Infrastructure This lot covers the design, management, construction, testing and completion of Buildings and Infrastructure projects with the scope including but not limited to: Buildings * Storage buildings, training school facilities, accommodation and welfare facilities * Office buildings * Upgrades, refurbishments, and extensions to existing. * Internal fit out works to new and existing buildings, including partitions, raised access floors, finishes, cable management systems, containment, and earthing and bonding. * Mechanical and electrical fit out of building services within new and existing buildings. * Replacement of RAAC roof structures were identified Design Management and Development * Establish and manage a suitably qualified design team covering all design and construction aspects of the project. * Undertake surveys necessary to complete the project. * Carry out gap analysis and value engineering, as appropriate. * Develop, complete, and manage design, including managing responses to planning conditions. * Prepare interim and final RIBA Stage 4 drawings and reports. * Complete room data sheets and room layouts. * Prepare and maintain the BIM model for design and construction, including updating any RIBA Stage 3 information produced by others. Planning, Programming and Coordination * Develop the Construction Phase Plan and detailed programme. * Attend and lead a project kick off meeting to agree deliverable stages and key milestones. * Assist with coordination alongside the Project Manager, Project Sponsors, and stakeholder engagement activities. * Support utility investigations and statutory enquiries. * Prepare planning application deliverables, including DAS, DIAs, visualisations', noise studies, CTMPs, designs Enabling and Construction Works * Undertake any enabling works identified, including service diversion works. * Prepare design and specifications, coordinating SSEN T fit out, IT, and OT designs and incorporating these into the Works Information. Health, Safety, Environment and Sustainability * Fulfil all duties required of the Main Contractor under CDM Regulations, supporting other duty holders as required. * Complete SSEN T Gate process documentation, including but not limited to: - Design Risk Management Index (DRMI) - Hazard Identification Workshops (Design HAZID, Construction HAZCON, Operational HAZOP) - Project safety reviews and reports * Develop carbon and sustainability assessments * Prepare Environmental Management Plans, Environmental and Biodiversity Net Gain reports. Training School Specific Infrastructure * Delivery of offline electrical substation works including substation, associated control, AIS and GIS buildings and OHL works

OHL Pole Construction

Lot 4- OHL Pole Construction This lot covers the design, management, construction, testing and completion of overhead line pole-based transmission works, typically at 132kV but capable of supporting higher voltages where specified. Indicative scope includes, but is not limited to: Design and engineering * Detailed design of pole foundations, assemblies and interfaces. * Temporary works design associated with pole installation. * Design development to support constructability, safety and environmental compliance. Pre construction and enabling works * Surveys, setting out and ground investigations. * Access provision, compounds, crane pads and working areas. * Coordination with land access, wayleaves and stakeholder requirements. Construction * Installation of wood, steel or composite poles. * Construction of pole foundations, including reinforced concrete, embedded or piled solutions where required. * Pole erection, alignment and stability works. * Installation of crossarms, insulators, fittings and associated hardware. * Conductor stringing, tensioning, sagging and clipping. * Installation of earth wires, fibre or auxiliary equipment where specified. * Removal, replacement or modification of existing pole structures where required. * Tie ins to existing overhead lines and interfaces with substations or transition structures. Testing, commissioning and completion * Inspection and testing required to demonstrate compliance with the Works Information. * Support to commissioning activities defined in the PSWI. * As built records, data capture and handover documentation.

OHL Tower Construction

Lot 5- OHL Tower Construction This lot covers the design, management, construction, testing and completion of lattice tower and steel structure overhead line transmission works, typically at 132kV, 275kV and 400kV. Indicative scope includes, but is not limited to: Design and engineering * Detailed design of tower foundations and structural interfaces. * Temporary works design for excavation support, lifts and erection activities. * Design risk management and constructability reviews. Pre construction and enabling works * Surveys, ground investigation and setting out. * Access tracks, temporary works areas, crane pads and compounds. * Environmental mitigation and land management measures. Construction * Construction of tower foundations, including piled, reinforced concrete and specialist foundations. * Tower steelwork delivery, assembly and erection. * Installation of insulators, fittings and tower accessories. * Conductor stringing, tensioning and clipping. * Removal, replacement or modification of existing towers. * Overhead line realignments, deviations and rebuilds. * Interfaces with live assets, outages and system constraints where defined in the PSWI. Testing, commissioning and completion * Structural inspection, verification and testing. * Support to system testing and commissioning activities. * Production of as built documentation and asset data.

Underground Cable Construction

Lot 6- UGC Construction This lot covers the design, management, construction, testing and completion of underground cable (UGC) transmission works 132kv and above. Indicative scope includes, but is not limited to: Design and engineering * Detailed design of cable routes, trenching, ducts, joint bays and interfaces. * Temporary works and traffic management design. * Coordination with consents, planning conditions and third party interfaces. Pre construction and enabling works * Surveys, trial holes and utilities investigations. * Access, compounds, traffic management and enabling civils. * Environmental protection and mitigation measures. Construction * Trenching and excavation. * Duct installation, bedding and backfill. * Construction of joint bays and termination compounds. * Cable pulling, installation and protection. * Installation of joints and terminations where within Contractor capability and scope. * Interface works with substations and overhead line transitions. * Surface reinstatement, agricultural reinstatement and environmental restoration. Testing, commissioning and completion * Cable testing, verification and commissioning support. * Production of as built drawings, GIS data and handover records.

Up to PS10m Civils

Lot 1- Up to PS10m Civils Characteristics: * Typically, standalone or enabling works. * Limited third party interfaces and temporary works. * Defined, well scoped packages with repeatable delivery characteristics. Indicative scope may include: * Substation site clearance and earthworks. * Foundations for plant (excluding specialist or high risk structures). * Internal substation roads, hardstanding and drainage. * Access track construction, strengthening and minor realignments. * Public road improvements of limited complexity (e.g. passing places, junction tie ins). * Standard ducting, cabling, troughing and fencing. * Peatland restoration and environmental mitigation work using established methods. Complex temporary works, geotechnical, hydraulic or structural solutions. 4. Integration with live substations or critical transmission assets. Indicative Scope Includes: * Complex substation platforms and reinforced foundations. * Complex/lengthy access track construction, strengthening and realignments. * Bridges, retaining walls, culverts and major public road realignments. * Flood defence schemes involving sheet piling, flood walls, pumping stations and storage. * Watercourse diversions, culvert upgrades and return period capacity improvements. * High risk peatland restoration and slope stability works. * Resilient substation adaptations including elevation of existing plant and equipment. * Works requiring significant statutory interfaces, stakeholder coordination or technical approvals.
