A credible future competitor would need a dependable regional or multi-site recruitment operation, strong fill rates and rapid response arrangements, and access to workers experienced with pupils facing SEMH needs, high-risk or dysregulated behaviour, crisis, medical, social and safeguarding vulnerabilities. Robust vetting, safeguarding compliance, worker conduct controls and continuity arrangements would be central. Suppliers would also need evidence from three relevant contracts, sound finances and the capacity to manage mobilisation, reporting, timesheets and invoicing across Trust sites. Performance would be judged on staff quality, compliance, responsiveness, reliability and value for money, with pricing controlled through agreed rate mechanisms.
