GATL cannot be without the service as the existing contract was not due to expire until 30th June 2026, and contained the option to extend for a further 36 months which GATL had intended to initiate. Accordingly, GATL can rely on Schedule 5 Clause 13 (Urgency) under the Procurement Act 2023 to Direct Award the contract to Pablo London Limited.The requirement also meets the statutory test for unavoidable urgency. The services are strictly necessary to maintain revenue critical communications. The urgency is not attributable to any act or omission by GATL, and the insolvency of the incumbent supplier was sudden and unforeseeable.",
