Summary of the contracting process

Respect Collaboration Trust is buying alternative education provision with a therapy focus for children of compulsory school age who cannot receive suitable education at school because of suspension, exclusion or other circumstances. The service sits within education and training services and is intended to meet individual pupil needs through placements arranged on an ad hoc basis, with some regular core places where required. The buyer is Respect Collaboration Trust, with procurement support from PHP Law LLP. Delivery is in Derby. Providers are expected to deliver appropriate education and manage the practical needs of vulnerable pupils, including attendance, safeguarding, behaviour, progress, curriculum and reintegration-related outcomes.

This procurement is complete and has been awarded following an above-threshold open procedure under the light-touch regime. One lot was awarded to Catharsis Creative Arts Therapy Ltd on 31 July 2026. The award and contract value is £1,000,000 excluding VAT (£1,200,000 including VAT). The contract was signed on 11 September 2026 and runs from 11 September 2026 to 31 August 2027, with rolling annual renewals for up to five years and options for additional purchases. Three bids were received, with two reaching the final stage. Evaluation weighted quality at 70% and price at 30%; quality covered service offer, location, staffing, qualifications and experience, attendance, safeguarding, monitoring, assurance, compliance and policies. The submission deadline was amended to 9 July 2026 at noon.

Providers should be able to demonstrate pupil progress and outcomes, reliable reporting, quality assurance, incident management, health and safety, policy compliance and effective communication. Robust insurance is required, including public and employers’ liability, motor cover where relevant, cyber liability and abuse or sexual misconduct liability. Evidence from up to two recent comparable contracts would support technical credibility.

Notice Description

Respect Collaboration Trust (RCT) has a statutory duty to make arrangements for the provision of appropriate education otherwise than at school, for children of compulsory school age who, by reason of suspension or exclusion from school or otherwise, will not receive a suitable education without these arrangements. The Trust are looking to run tender processes to procure suitably experienced and qualified providers to deliver their programme of Alternative Provision. Individual Tenders will be run for each type of AP Provision needed. The estimated contract value would be for all AP Provision for one academic year. As a Contract under the Light Touch Regime the contracts could be extended each year if the provision continues to be needed.

It is anticipated that places will be purchased on an ad hoc basis, dependant on the pupil's requirements and capacity of the best value provider. However, it will be possible, in some areas, for core places to be arranged on a regular basis.
