Summary of the contracting process

The Department for Transport procured an outsourced Clean Vehicle Retrofit Accreditation Scheme (CVRAS) service for the United Kingdom. CVRAS supports the reduction of air pollutant emissions, particularly nitrogen oxides, from older diesel buses while fleets transition to zero-emission vehicles. The service covers monitoring the performance of the accredited bus fleet, improving compliance and telematics reporting, maintaining the CVRAS database, engaging bus operators and local authorities on bus-fleet maintenance, and supporting accurate Clean Air Zone charging. It is an environmental and air-quality management service, with customer-service and stakeholder-engagement elements. The work is for central government and involves reporting to the Department for Transport, operators and local authorities. The awarded supplier is Energy Saving Trust Enterprises Limited.

The procurement is complete: one bid was received and Energy Saving Trust Enterprises Limited was awarded the contract on 13 August 2026; the contract was signed on 26 August 2026. It used an above-threshold open procedure. The estimated tender value was £1,450,000 excluding VAT (£1,740,000 including VAT). The awarded and contracted value is £983,313 excluding VAT (£1,179,975 including VAT). The contract runs from 1 October 2026 to 31 July 2029, with an option for a further maximum 12 months, subject to budget approval, and a maximum extent date of 31 March 2030. There was one lot, suitable for SMEs and voluntary, community and social enterprises. Evaluation weighted technical capability and social value at 90% and price at 10%; technical capability accounted for 80% and social value 10%.

This award demonstrates demand for a specialist operator of a national clean-vehicle retrofit accreditation and compliance service. Credible competitors would need to combine environmental and emissions expertise with the operational capacity to monitor a substantial bus fleet, manage telematics from retrofit-system suppliers, maintain accurate scheme records, and produce regular reports for government, bus operators and local authorities. Strong stakeholder-management capability is important, including liaison with bus operators and delivery of depot workshops. The evaluation placed far greater emphasis on technical capability and social value than price, so evidence of reliable scheme operations, emissions-performance analysis, compliance improvement, reporting quality and wider social outcomes would be central to future credibility. The existing delivery model also used specialist support for bus-operator liaison, depot workshops, telematics administration, emissions analysis and stakeholder engagement.

Notice Title

Clean Vehicle Retrofit Accreditation Scheme

Notice Description

The CVRAS (Clean Vehicle Retrofit Accreditation Scheme) supports the reduction of air pollutant emissions from older and more polluting diesel vehicles during the transition to a zero-emission fleet. The scheme was launched in 2017 and funded by Government to accredit retrofit technologies that could reduce levels of nitrogen oxides (NOX) emissions from buses to close to Euro VI levels. The Department for Transport has a requirement for an outsourced service to provide an accreditation scheme. This comprises monitoring performance of the CVRAS bus fleet, improving compliance including telematics reporting, engaging bus operators and Local Authorities on bus fleet maintenance and supporting accurate functioning of Clean Air Zone charging.
