Summary of the contracting process

Tai Tarian Ltd is procuring asbestos management and remediation services for its property portfolio of more than 9,000 domestic homes, flats and sheltered housing complexes. The work is in and around Tai Tarian’s properties in Wales. The framework covers three service areas: licensed and non-licensed asbestos removal, including cleaning, decontamination, encapsulation, controlled removal and disposal, temporary reinstatement, enclosures and hoarding; non-licensed asbestos removal and associated remediation; and asbestos surveying, sampling and air testing or monitoring. Surveying services include management, refurbishment and demolition, re-inspection and ad hoc surveys, reassurance air tests and four-stage clearances. Lot 1 also requires independent UKAS-accredited laboratory testing, certification for safe reoccupation and complete records. Tai Tarian is the buyer and framework contracting authority.

The procurement has reached award stage under an open procedure and closed framework agreement. The framework allows direct awards or further competitions for call-off contracts, with up to two suppliers intended for each lot; each supplier could bid for and be awarded only one lot. Lot 1 was awarded on 7 September 2026 to TMS Environmental Ltd and ARTICO Enabling Services Ltd for £480,000 net (£576,000 gross), with a contract period of 1 October 2026 to 30 September 2030 and standstill ending 16 September 2026. Lot 2 was awarded to Sabre Services for £160,000 net (£192,000 gross) over the same period. Lot 3 was awarded to Enquin Environmental Ltd and Environtec Ltd for £160,000 net (£191,999.98 gross), also over that period. Price and quality each counted for 50%.

This award demonstrates sustained demand from Tai Tarian for specialist asbestos services across a large housing portfolio, with separate supply routes for removal and for surveying, sampling and monitoring. A credible future competitor would need the operational capacity to manage housing-property works, asbestos containment, decontamination, encapsulation, controlled removal and waste disposal, together with temporary protection and reinstatement. Lot 1 suppliers also need to coordinate independent UKAS-accredited laboratory air testing, four-stage clearance, reassurance monitoring and safe-reoccupation certification. Surveying specialists would need capability across management, refurbishment and demolition, re-inspection and ad hoc surveys, sampling, air testing and four-stage clearances. The evaluation and award pattern shows that both price and demonstrable service quality matter, and that SMEs can compete in focused service areas.

Notice Description

This Contract Award Notice is issued by Tai Tarian in accordance with the Procurement Act 2023 and confirms the award of a Framework for Asbestos Services. The Framework has been established to support the delivery of Tai Tarian's Asbestos Management and Remediation Programme across its property portfolio of over 9,000 properties, comprising domestic housing, flats and sheltered housing complexes. The procurement was conducted using the Open Procedure and was divided into the following Lots: - Lot 1 - Licensed and Non-Licensed Asbestos Removal - Lot 2 - Non-Licensed Asbestos Removal - Lot 3 - Asbestos Surveying, Sampling and Air Testing/Monitoring The Most Advantageous Tender(s) have been appointed to each Lot in accordance with the published procurement documents and evaluation methodology. Call-off contracts will be awarded in accordance with the terms of the Framework Agreement.

Lot Information

Licensed and Non-Licensed Asbestos Removal

The services required under this Lot comprises of the provision of Licensed and Non-Licensed Asbestos Removal. The services will compromise of asbestos removal and other remediation works to Tai Tarian properties including (but not be limited to) the following: - Local environmental cleaning. - Full decontamination. - Encapsulation works. - Removal and disposal of asbestos containing materials using appropriate control measures and under appropriately controlled conditions. - Drilling holes and cutting asbestos containing materials and removal and disposal of waste. - Removal of asbestos containing appliances, dismantling boilers and removal. - Opening up of ducts. - Collection of bagged waste. - Provision of plywood temporary reinstatement. - Provision of all enclosures. - Supply and erect temporary hoarding and fencing. - Arrange for and have undertaken all air testing by a UKAS accredited laboratory, independent of the Licensed Supplier, as designated by the client. - Undertake four stage clearance, issue certification (providing that the area is safe for re-occupation) and deliver all documentation to the client for all licensed work. Arrange and have undertaken periodic reassurance air testing using an accredited UKAS laboratory, issue air monitoring certificate providing that the area is safe for re-occupation and deliver all documentation to Tai Tarian. In addition to this, the Supplier may be required to provide services that are within the scope of the Framework, but are not specifically listed within the Price Framework. Further information of the detailed requirements of this Lot can be found in Appendix 1a - Asbestos Removal Specification.

Non-Licensed Asbestos Removal

The services required under this Lot comprises of the provision of Non-Licensed Asbestos Removal including (but not be limited to) the following: - Local environmental cleaning. - Full decontamination. - Encapsulation works. - Removal and disposal of asbestos containing materials using appropriate control measures and under appropriately controlled conditions. - Drilling holes and cutting asbestos containing materials and removal and disposal of waste. - Removal of asbestos containing appliances, dismantling boilers and removal. - Opening up of ducts. - Collection of bagged waste. - Provision of plywood temporary reinstatement. - Provision of all enclosures. - Supply and erect temporary hoarding and fencing. Asbestos Surveying, Sampling and Air Testing/Monitoring

The services required under this Lot comprises of the provision of Asbestos Surveying, Sampling and Air Testing/Monitoring, including (but not be limited to) the following: - Management Surveys - Refurbishment & Demolition Surveys - Re-inspection Surveys - Ad Hoc Sampling - Re-assurance Air Tests. - 4 Stage Clearances. In addition to this, the Asbestos Surveying/Sampling Supplier(s) may be required to provide services that are within the scope of the Framework but are not specifically listed within the Price Framework.
