Summary of the contracting process

The City of Edinburgh Council is seeking providers for an Income Maximisation, Welfare and Debt Advice Service in Edinburgh. The work covers advice and support to help people maximise income, access welfare and disability benefits, and address debt. The contract is divided into four distinct lots: North, South, Disability Service, and Advice Network Support Co-ordinator. Suppliers can therefore focus on geographical delivery in the north or south, specialist disability-related advice, or coordination support for the advice network. The service is intended to benefit the community through the advice itself; the Council has not included separate community-benefit requirements. The opportunity is for service providers with relevant welfare, benefits and debt advice expertise, or the capability to coordinate advice services.

The Council invited tenders through an open procedure, with electronic submission. The tender deadline was 16 October 2026 at 12:00 noon, revised from 9 October to allow for additional TUPE information. The intended contract start date is 1 April 2027, for an initial three-year period with three optional 12-month extensions, giving a maximum term of six years. The buyer intends to appoint up to four providers, or four consortia led by a lead organisation, one for each lot. Offers are assessed against award criteria and price to identify the best overall value for money, following initial checks against the Single Procurement Document, exclusion grounds and minimum requirements. The contract has no stated monetary value.

This opportunity is suited to third-sector organisations and charities with the skills and capacity to deliver community-based income, welfare and debt advice, disability-benefit support, or advice-network coordination. Providers need to demonstrate financial standing against lot-specific turnover and current-ratio thresholds, and hold professional indemnity and employers’ liability cover of £5 million each, plus public liability cover of £10 million. Required compliance includes UK data-protection legislation and Information Commissioner’s Office registration, Disclosure Scotland checks, SNSIAP accreditation and payment of the Real Living Wage. The selection requirements also include a prompt-payment clause and evidence of a response to the climate emergency. A subcontracting clause applies, and the procurement allows a provider or consortium to compete for the relevant lot.

North

An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Pricing evaluation will be undertaken to select the tender which represent the best overall value for money.

South
