Summary of the contracting process

The City of Edinburgh Council is procuring an Income Maximisation, Welfare and Debt Advice Service in Edinburgh. The service will help people maximise income, access welfare benefits and obtain advice on debt, including support relating to disability benefits and welfare services outside residential care. The requirement is divided into four lots: North, South, Disability Service, and Advice Network Support Co-ordinator. Suppliers may deliver one of these service areas, with the Council intending to appoint up to four providers, or four consortiums with a lead organisation, one for each lot. This is a community, social and personal service opportunity, suited to organisations providing welfare rights, benefits, debt advice, disability support or coordination across advice networks.

The procurement has reached tender: the Council invited offers through an open procedure using electronic submission. Bids were to be submitted in English by 12:00 on 9 October 2026. The intended contract start date is 1 April 2027, with a core period of three years and three optional 12-month extensions, giving a maximum period of six years. Each of the four lots follows the same broad 2,160-day contract period. The Single Procurement Document will be used to assess compliance, minimum standards and exclusion grounds before evaluation. Awards will be based on the published award criteria and pricing, selecting the bids offering the best overall value for money. Electronic ordering and payment are supported, and electronic invoicing is allowed.

The opportunity suits established advice providers, charities, third-sector organisations, disability specialists and consortiums able to deliver person-centred welfare and debt support in Edinburgh. Applicants need sufficient financial capacity for the lot pursued, demonstrated through the required annual turnover and current-ratio thresholds. They must hold professional indemnity insurance of £5 million, employers’ liability insurance of £5 million and public liability insurance of £10 million. Relevant compliance includes UK data protection legislation and ICO registration, PVG or Disclosure Scotland checks, SNSIAP accreditation and payment of the Real Living Wage. Suppliers must also demonstrate a response to the climate emergency. A lead organisation is required where a consortium bids, and subcontracting provisions apply.

An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Pricing evaluation will be undertaken to select the tender which represent the best overall value for money.

South

Advice Network Support Co-ordinator
