Summary of the contracting process

The Scottish Police Authority, working with Police Scotland, requires removal, relocation, storage and disposal services for business and domestic properties. Work includes packing belongings when requested; dismantling and reassembling furniture; moving furniture and other belongings out of properties; storing and delivering items; and disposing of unwanted items. The framework is divided into East, North and West territories, covering Scotland. Scottish public bodies named as buyers include the Scottish Ambulance Service, NHS 24 and Healthcare Improvement Scotland. The requirement is for a range of property moves and related handling services rather than a single relocation project. Community benefits form part of the requirement, and contractor performance is to be monitored against key performance indicators.

The open tender has been awarded and contracts were signed on 18 September 2026. Clockwork Removals was selected for all three territories: North, £300,000; East, £100,000; and West, £600,000. These are separate contract values and are not combined here. The framework is intended to run for three years from its start, with an option for the Authority to extend it once for up to a further 12 months. The tender submission deadline was 3 July 2026. Bids were assessed on technical quality, weighted at 40%, and price, weighted at 60%. The framework was procured through an open procedure and allows up to three participants. Variants were not allowed.

This award shows demand for suppliers able to handle complete property moves for public-sector and domestic customers, including packing, furniture dismantling and reassembly, transport, storage, delivery and disposal. Credible competitors will need sufficient staff and operational capacity across the territory they seek to serve, with evidence of comparable removals, relocation, disposal and storage work completed within the preceding three years. The selection requirements called for two relevant examples of similar value, supported where possible by completion certificates or customer references. Required insurance included employers’ liability, public liability, product liability and goods-in-transit cover. Suppliers also needed to demonstrate financial standing and meet quality-control, health-and-safety, employment, equality, data-protection and subcontractor requirements. The contract includes community benefits and KPI-based performance monitoring.

Notice Description

The Authority has a Multi-Supplier Framework in place for the Provision of Removals, Relocations, Disposal and Storage Services which is due to expire on the 31st January 2027. The Authority is required to re-tender this opportunity. This will be the 3rd generation Framework Agreement. The Authority requires a Contractor(s) to deliver a variety of removal, relocation disposal and storage services for business and domestic properties, these services include the following points but not limited to: - - Packing service of belongings (as and when requested by the Authority); - - Dismantling and re-assembling items of furniture (as and when requested by the Authority); - - Removal of business and domestic items, furniture and belongings from properties; - - Storage of business and domestic items, furniture belongings from properties; - - Delivery of business and domestic items, furniture belongings from properties; - - Disposal of business and domestic items, furniture belongings from properties.

Lot Information

Lot 1: East Territory

Open Tender. The Scottish Police Authority and Police Scotland shall be the procurement lead for this Framework and shall contract manage the Framework during its term. All queries relating to this tender must be submitted to the Scottish Police Authority only via the Q&A portal on Public Contract Scotland Tender.

Renewal: The duration of the Framework Agreement shall be for three (3) years from the Framework start date with the option to extend for a further one (1) period up to twelve (12) months in duration at the sole discretion of the Authority.

Lot 2:North Territory

Open Tender - FTS. The Scottish Police Authority and Police Scotland shall be the procurement lead for this Framework and shall contract manage the Framework during its term. All queries relating to this tender must be submitted to the Scottish Police Authority only via the Q&A portal on Public Contract Scotland.
