Invitation to Tender - AI Skills Boost Hub
Notice Description
The Department for Science, Innovation and Technology is seeking to appoint a supplier to design, build, host, maintain and support a single integrated AI Skills Boost digital platform. The platform will bring together the existing AI Skills Boost and AI Skills Hub services into one user-focused website to support the Government's ambition to upskill 10 million UK workers in AI skills by 2030. The requirement includes website discovery, design, build, testing, hosting, service management, analytics, user account functionality, diagnostic and self-assessment tools, personalised learning pathways, course catalogue functionality, provider submission functionality, digital credentialing, accessibility, security, data protection and ongoing platform improvement. The supplier will also be responsible for content curation, course and provider quality assurance, alignment of learning content to agreed AI skills competency frameworks, metadata management, content review processes and ongoing catalogue maintenance. The Authority intends to appoint a single lead supplier with overall responsibility for delivery, although the use of subcontractors or specialist delivery partners is permitted where this strengthens delivery. The contract is expected to commence in October 2026 and run until 31 March 2029 as the initial term, with break rights at 12-month intervals and an option to extend by up to 12 months. The indicative budget for the initial term is up to PS1,500,000 excluding VAT.

Tenders will first be assessed against the mandatory conditions of participation and any applicable exclusion grounds. Only tenders that satisfy the qualification requirements will proceed to evaluation. The Authority will evaluate tenders using a combination of quality and price criteria. Quality will be assessed by reference to the supplier's proposed approach to delivering the requirement, including website discovery, design, build, hosting, support and maintenance; service management and delivery methodology; accessibility, security, data protection and analytics; user experience and scalability; content curation, framework alignment and quality assurance; contract management; mobilisation and exit arrangements. Price will be assessed using the supplier's completed pricing submission for the initial contract term. The Authority intends to use a Price per Quality Point methodology, under which the assessed total contract price is divided by the supplier's total technical quality score. The tender with the lowest Price per Quality Point score, subject to satisfying all mandatory requirements and any other stated evaluation rules, will be ranked first.
