Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) is seeking suppliers for a framework covering office furniture products. It is intended for public sector organisations and covers the supply and delivery of furniture selected from a catalogue to meet each customer’s requirements, including specifications, dimensions, functionality, design, intended setting, delivery needs, warranty, sustainability and price. Customers order through YPO, which places the order with the appointed provider; the provider delivers directly to the end customer. The two service options are express delivery and standard delivery. Delivery is across the United Kingdom. The framework is designed for use by YPO customers and other eligible public sector organisations, with the eligible buyer categories identified through YPO’s permissible-users information.

YPO invited offers through an open procedure. The procurement has reached the tender stage. The stated submission deadline was 18 November 2026 at 14:00 UTC; enquiries were due by 4 November 2026 at 14:00 UTC. The initial contract period runs from 1 February 2027 to 31 January 2029, with one possible 24-month extension, giving a maximum term to 31 January 2031. The framework’s estimated value is £12 million excluding VAT (£14.4 million including VAT); the same gross estimate is stated for each lot, and the figures are not additive. Lot 1 is express delivery in 3–5 working days; Lot 2 is standard delivery in 2–6 weeks. Both lots use the same assessment: cost 40%, quality 25%, delivery and customer service 15%, and social value and sustainability 20%.

Competition weighs price alongside product quality, delivery and customer service, and social value and sustainability. A 5.5% award-based contribution is described: a 3% marketing and catalogue contribution and a 2.5% retrospective rebate.

This Framework is designed to allow YPO to meet the needs of all public sector organisations by establishing an agreement for Providers to deliver to YPO customers on a direct basis whereby the end customer places the order with YPO and YPO places the order with the Provider, but the Provider delivers direct to the end customer.

Planning Information

YPO are looking to start the pre market engagement for the provision of Office Furniture Products. YPO wishes to procure Office Furniture Products in 2026 and start the tender process within the couple of months. YPO has had discussions with incumbent suppliers and suppliers out in the market. The aim of the pre-engagement is to discuss the previous framework as well as any potential new products in this scope, innovation, reviewing the current terms and conditions, discusses market conditions along with pricing elements, the specification and social value. YPO has pre- prepared a document for any supplier who may be interested in this opportunity. The Pre engagement period will be from 08/06/2026 to 19/06/2026 at 16:00pm.
