Summary of the contracting process

Together Housing Association is procuring insurance and related services for Together Housing Group and its subsidiary organisations. The requirement covers ten lots: property, legal liability and other general non-life risks; motor fleet; cyber; terrorism and political violence through Pool-Re; terrorism and political violence outside Pool-Re; directors’ and officers’ liability; professional indemnity; medical malpractice; fidelity and crime; and combinations or alternatives across Lots 1 to 10. The procurement is for insurance services (CPV 66510000). A separate provider is intended for each lot. The work supports the insurance needs of the housing association group, with delivery across the United Kingdom.

The procurement has reached tender: the buyer invited offers through a selective competitive flexible procedure with a Participation Stage, Invitation to Tender stage and Best and Final Offer stage. Expressions of interest and enquiries were due by 18 September 2026 at 17:00. The award period was due to end on 25 September 2026 at 23:59. Each lot has a stated value of £0. The contract is planned to run from 1 April 2027 to 31 March 2030, with an option to extend by up to two further years, either as a two-year extension or annual extensions, ending no later than 31 March 2032. At the Participation Stage, suppliers needed a minimum score of 65%; normally three to seven bidders would progress. The Invitation to Tender and Best and Final Offer stages are weighted 50% quality and 50% price.

Together Housing Association (including all THG companies) are seeking to secure insurance cover by appointing a single provider for each of ten separate insurance category Lots, to include classes of insurance such as Property damage, Property owners liability, Public Liability, Employers Liability, Contractors Risks, Computer, Professional Indemnity, Crime, Director and Officers and Entity, Medical Malpractice, Travel, Drone, Commercial Fleet, Terrorism, Cyber. The contract/s will commence on the 1st of April 2027 for three initial years until the 31st of March 2030, with the option to extend by up to two additional years either as a full two year extension option or in annual increments to a maximum period of five years ending on the 31st of March 2032. This is the first of three stages in the procurement , this being the Participation Stage. The other stages are the Invitation to Tender and the Best and Final Offer stage.
