The procurement process is focused on health and social work services and falls under the services category. The modification notice refers to a contract already awarded to The Forward Trust, which operates in Southend-on-Sea, UK. Key players in this decision included members from the Adults and Communities and Finance and Resources departments, and cabinet members. The contract initially started on 1st April 2022 and is set to expire on 31st March 2027, with a possible extension until 2032. Recent updates include additional funding from the Department of Health and Social Care to support these services, as part of a national strategy aimed at improving access to treatment and expanding service capacity, effective from 2026/27.

The contract is valued at £3,134,851 and benefits from additional funds geared towards enhancing service delivery. Businesses with expertise in community-based healthcare, prevention, and recovery services will find this an excellent opportunity to leverage their skills in a region-specific setting. The DHSC have provided an additional supplementary grant funding to improve drugs and alcohol services in line with the ambitions of the government's 10-year drug strategy: From Harm to Hope. The contract for the Southend Treatment and Recovery Service was awarded to Forward Trust on 1st April 2022, expiring on 31st March 2027, with the option to extend until 31st March 2032. Since then, the contract has been varied each year to specify additional funds that will be made available to the treatment service and to include additional requirements associated with this supplementary grant funding. In December 2025, the DHSC announced that the supplementary grants associated with the delivery of drugs and alcohol services would be consolidated into the Public Health Grant from 2026/27 to 2028/29, with PS4.061 million being ring-fenced for drugs and alcohol services in 2026/27. As part of this shift, local authorities are required to work closely with local stakeholders to develop prevention, treatment and recovery plans, with the support from the Regional Office for Health Improvement and Disparities (OHID) team. Guidance associated with the grant planning process outlines the importance of continuing to invest directly in treatment and recovery services to improve access to treatment, and drive improvements in treatment quality. This includes the requirement to set local ambitions and targets relating to key drugs and alcohol indicators, and to detail how the allocation of the grant will support in realising these ambitions. As a key ambition within the national strategy is the expansion of treatment service capacity, a large proportion of the additional grant funding has been directed towards increasing the number and specialisms of treatment staff within STARS.",
