        "description": "The West Yorkshire Combined Authority is seeking to establish a multi-lot, multi-disciplinary Transport Professional and Technical Services (TTPS) Framework. The framework will support our ambitious plans and delivery of our pipeline of capital schemes for development and delivery between 2027 and 2032. The framework is being established for the use of the Combined Authority and our Local Authority partners for delivery across the region of West Yorkshire. The framework will enable strategic long-term collaborative relationships with providers to drive economies of scale and deliver high quality projects. We are therefore seeking to appoint a range of suppliers to four multi-disciplinary lots for a period of four years to support the delivery of a seamless, reliable transport network to support our economy to grow sustainably in a safe and inclusive way. The framework will consist of 4 LOTS; LOT 1: Transport Planning, Design Development and Engineering, LOT 2: Client-side Professional Services Support, LOT3: Asset Management and Lifecycle Planning, LOT 4:Multi-Disciplinary Rail.                 "description": "Below is a summary of how the framework agreement will operate. Further detail is included for within the Procurement Documents. Maximum number of suppliers to be appointed to each Lot - Lot 1: 4 Suppliers, Lot 2: 3 Suppliers, Lot 3: 2 Suppliers, Lot 4: 2 Suppliers. The highest scoring Suppliers will be appointed to each respective Framework Lot. Where there are less compliant tenders received than the maximum number specified for each respective Lot, or where Suppliers fail to meet the minimum quality threshold as stated in our procurement documents, then the Combined Authority reserves the right to establish the framework with a lower number of Suppliers. Framework call off mechanisms include: Direct Award - Fixed Supplier Ranking System Direct Award - Variable Supplier Ranking System Direct Award - Rotational Taxi Ranking System Direct Award - In accordance with PA2023 Schedule 5 Further Competition Framework Call off mechanisms are conditional against set Contract value bands. KPIs The detailed KPIs and scoring methodology is set out within tender documents. The KPIs for individual call off Contracts will include for a minimum of 3 separate KPI scores based upon a minimum of time, cost and quality. The respective contracting authority will publish a Contract Performance Notice which summarises delivery performance against the finalised KPIs for any call off over PS5m. The contract term is fixed for 4 years. It should be noted that Call off Contracts may extend beyond the Framework agreement period."
