Summary of the contracting process

The Greater London Authority (GLA), in collaboration with Transport for London, is conducting a preliminary market engagement in anticipation of a potential procurement for the management and support of the RE:FIT 5 Framework spanning 2026 to 2030. The focus is on services delivered outside of London, under the industry category of business and management consultancy and related services. This planning stage invites organisations to express their interest and participate in a qualitative market engagement exercise, with feedback collection open until 1st July 2026. The framework's scope is national, covering multiple UK regions including UKC, UKD, UKE, UKF, UKG, UKH, UKI, UKJ, and UKK. The procurement aims to explore a concession-based delivery model, and its procurement value amounts to GBP £3,000,000. The services are anticipated to commence from 1st October 2026 and conclude on 30th April 2030.

This tender presents substantial opportunities for businesses specializing in consultancy services, particularly those with expertise in governance, procurement, and decarbonisation frameworks. SMEs are encouraged to engage as the framework supports their participation and could offer revenue-generating models through agreed mechanisms. The pursuit of innovative and sustainable solutions in public sector estates offers businesses a chance to capitalize on the growing focus on energy efficiency and decarbonisation. By participating in this preliminary engagement, companies can influence the commercial and procurement approach, enhance their competitiveness, and position themselves to contribute to significant public investment projects worth an estimated £1 billion nationally.
