Summary of the contracting process

The Metropolitan Borough of Bury has initiated a public procurement process to establish a Housing Repairs and Maintenance Framework, aimed at managing and maintaining about 8,500 residential properties. This framework encompasses a range of services, including responsive, planned, and cyclical maintenance to ensure safety and statutory compliance. The framework is divided into two main lots: Lot 1 covers general building works, while Lot 2 focuses on specialist services. The procurement process is at the tender stage, with a tender deadline set for 16 July 2026. The framework's contract period is slated to begin on 1 December 2026 and conclude on 30 November 2030, with a competitive flexible procedure for contractor selection. The procurement's open method encourages competition and selection based on quality criteria, making it an attractive opportunity for qualified firms.

This tender presents significant business opportunities, especially for companies capable of delivering high-quality maintenance services across a broad range of disciplines. Businesses well-suited to compete include those specialising in general building services, such as joinery, plastering, and roofing, as well as niche contractors in fields like electrical repairs, drainage, and glazing. Small and medium-sized enterprises (SMEs) are particularly encouraged to apply, given the competitive nature of the procedure. Successful participation could lead to a sustained partnership for delivering services under this contract, offering a stable revenue stream over the four-year term and enhancing the company’s reputation within the public sector. This contract not only promises business growth but also offers the opportunity to contribute to community well-being by ensuring housing safety and quality.

Notice Title

Housing Repairs and Maintenance Framework

Notice Description

Bury Council is seeking to establish a Housing Repairs and Maintenance Framework to support the management and upkeep of approximately 8,500 residential properties. The framework will deliver a comprehensive range of responsive, planned (including capital works) and cyclical maintenance services to ensure that all properties are safe, compliant with statutory requirements, and maintained to a high standard for tenants. Bury Council is committed to delivering a customer-focused service, with performance measured against defined service levels including emergency, urgent, and routine response times, first-time fix rates, tenant satisfaction, and compliance targets The framework will operate in accordance with the Council's service standards, including 24-hour emergency response, urgent repairs within 5 working days, routine repairs within 20 working days, and delivery of planned works within agreed programmes (typically up to 50 working days), alongside a 24/7/365 emergency call-out provision. Performance will be actively monitored against key performance indicators, including first-time fix rates, average response times, and tenant satisfaction levels exceeding 90%, ensuring a high-quality and efficient service across the housing portfolio. The Framework is structured into two Lots to reflect the scope and complexity of services required. Lot 1 - General Builders will provide an integrated, end-to-end service covering day-to-day responsive repairs, void property works, planned, cyclical maintenance and some capital works. This includes internal and external fabric repairs, joinery, plastering, roofing, kitchens and bathrooms, flooring, and associated external works. Contractors under this lot will be required to deliver multi-trade services and manage works across both occupied and void properties, ensuring timely turnaround and minimal disruption to residents. Lot 2 - Specialist Contractors is divided into nine sub-lots, each providing specialist expertise to support the wider maintenance programme. Covering responsive repairs, void property works, planned, cyclical maintenance and some capital works. These sub-lots include aids and adaptations, drainage, electrical, glazing, painting and decorating, pest control, roofing, scaffolding, and specialist flooring (including carpets). This structure enables Bury Council to appoint suitably qualified and experienced contractors for discrete workstreams, ensuring compliance with relevant standards and best practice while maintaining flexibility and value for money in service delivery. The overarching objective of the Framework is to establish a reliable, high-performing supply chain capable of delivering responsive and planned maintenance services that meet the Authority's operational needs, regulatory obligations, and customer service expectations. Scope includes, but is not limited to Housing Repairs and Maintenance services to 8,500 properties (domestic and commercial) in the Metropolitan Borough of Bury Lot 1 - General Builders (appointment of 2 contractors) * General Building Works (internal & external) * Joinery & Carpentry * Plastering & Tiling * Roofing Repairs & Maintenance * Void Property Works * Flooring Repairs * Kitchen & Bathroom repairs and works * Ground Maintenance Lot 2 - Specialist Service Contractors (appointment of 2 contractors per sub lot) * 2a - Aids & Adaptions * 2b - Drainage & Gutter Cleaning * 2c - Electrical Repairs & Installations * 2d - Glazing & Window Repairs * 2e - Painting & Decorating * 2f - Pest Control * 2g - Roofing Contractor * 2h - Scaffolding * 2i - Flooring The Authority intends to invite up to six (6) Candidates per Lot to tender. For the avoidance of doubt, each of the Lots forming part of Lot 2 (Specialist Services), including Lots 2a to 2h, will be evaluated and shortlisted independently, and the maximum number of Candidates invited to tender will apply to each Lot individually. Where the number of suitably qualified Candidates exceeds this number for any Lot, Candidates will be ranked in accordance with the published selection criteria and the highest scoring Candidates for that Lot will be invited to tender. The Authority reserves the right to invite a greater number of Candidates (up to a maximum of ten (10) per Lot) where this is considered appropriate to ensure effective competition.

"riskDetails": "The Authority has identified areas of uncertainty that may affect the scope, volume or manner of service delivery during the Contract term. These include but are not limited to: Variability in demand for responsive repairs and maintenance services due to factors such as seasonal fluctuations, weather events, and unforeseen property issues. Changes in the profile, condition, or size of the housing stock, including acquisitions, disposals, regeneration programmes or changes in occupancy levels. The requirement to respond to emergency situations or urgent health and safety issues, which may impact planned delivery schedules and resource allocation. Availability of Contractor resources and supply chain constraints, including labour shortages, materials availability, and price volatility. Changes in statutory, regulatory or compliance requirements (including building safety, electrical, fire, or housing standards) which may affect service delivery requirements. Budgetary constraints or changes in funding which may influence the volume and prioritisation of works. Tenant access, behaviour, or vulnerability considerations which may affect delivery timescales and methods. Interface with other contracts, programmes or third-party providers operating across the Authority's housing stock. These risks are not fully within the Authority's control and cannot be precisely quantified at the time of procurement. The Contract and service delivery model have been designed to accommodate a degree of flexibility to respond to such changes, without altering the overall nature or scope of the procurement."
