Summary of the contracting process

Hampshire County Council plans to establish a register of suppliers to deliver funded Holiday Activities and Food (HAF) schemes across Hampshire. These are holiday-time activities for children and young people aged 4–16 who receive benefits-related free school meals, with healthy food provided. The programme aims to support children’s nutrition, physical health and access to organised activities, while reducing social isolation during school holidays. The Council wants a range of activities in each district so eligible children can access a local scheme. The register will replace the existing HAF framework. The service is children’s holiday activity and food provision, including holiday-camp services, rather than a single centrally delivered activity.

This is at the planning stage: the Council has stated its intention to create a supplier register, but has not yet invited bids. It expects to publish a future procurement notice on 11 January 2027. The Council plans an online market-engagement session on 10 November 2026 and asked interested suppliers to confirm attendance by 9 November 2026. It intends the new arrangement to run from 1 July 2027 to 30 June 2030, with a possible extension to 30 June 2033. The stated estimated value is £21 million gross. The process is described as one lot, and the Council expects to appoint multiple suppliers. Suppliers are expected to help shape service specifications, lot types, food provision, payment arrangements and procurement requirements through engagement.

The register is intended to support multiple providers, with a varied local offer across Hampshire rather than a single provider delivering every activity. The Council marks the arrangement as suitable for small and medium-sized businesses and voluntary, community and social enterprises. It is likely to suit organisations able to deliver engaging holiday activities and provide food for children aged 4–16 who receive benefits-related free school meals. Providers will need robust safeguarding practices and must be able to evidence them. They must also demonstrate strong access and inclusion policies and inclusive practice. Suppliers with relevant local delivery capability and the capacity to contribute to a range of activities may be well placed. The planned market session is intended to gather supplier feedback on the service specification, types of provision and payment arrangements.

Notice Title

Holiday Activities with Food Schemes Register

Notice Description

Hampshire County Council is seeking to establish a register of suppliers for the provision of funded Holiday Activities and Food Schemes (HAF). Once established the Council will then use the register to secure suitable suppliers to provide Holiday Activities and Food (HAF) schemes across Hampshire. This will replace to the current Holiday Actives with Food Schemes Framework which expires at the end of June 2027 The Holiday Activities and Food (HAF) Programme is a Department for Education (DfE) funded programme designed to deliver healthy free holiday activities for benefits-eligible Free School Meal children across the school holidays. School holidays can be pressure points for some families because of increased costs (e.g. food and childcare) and reduced incomes. For some children that can lead to a holiday experience gap, with children from disadvantaged families: less likely to access organised out-of-school activities; more likely to experience 'unhealthy holidays' in terms of nutrition and physical health; and more likely to experience social isolation. The HAF Programme is targeted towards children and young people who attend school, aged 4-16, in receipt of benefits-related free school meals. The county currently has approximately 37,000 eligible children (subject to change). The Council is looking to work with multiple suppliers to ensure a range of activities in each district and that eligible children can access a local scheme Hampshire County Council require providers to have high regard to safeguarding and all bidders will be required to evidence compliance with robust safeguarding practices. The Local Authority also requires providers to have high regard to access and inclusion and bidders must be able to evidence that they have robust policies and inclusive practice in place.

The session will start at midday on Tuesday the 10th November and be held via MS Teams. Suppliers wishing to attend should register (if not already registered) on the Council's e-tendering platform, In-tend (https://in-tendhost.co.uk/hampshire/aspx/Home) and 'Express Interest' against the project 'CS28672 Holiday Activities with Food Schemes Register'.
