Summary of the contracting process

The tender process initiated by the Mayor's Office for Policing and Crime involves a planning stage for the recommissioning of the custody-based youth services in London. This engagement is primarily driven by the London Violence Reduction Unit (VRU) and aims to offer support to young people aged 18-25. The procurement falls under the industry categories of youth education services and services provided by youth associations, and it covers locations within the UK region of London. A preliminary market engagement session is scheduled for 22nd June 2026, with interested providers expected to understand the complexity of needs faced by young individuals in custody. The estimated budget is up to £4,292,000 for a potential four-year contract, beginning on 1st April 2027, subject to funding and governance confirmations.

This tender presents significant opportunities for businesses experienced in providing trauma-informed and youth-centred services, particularly in custody and community settings. Ideal participants might include organisations capable of addressing complex needs such as housing, health, and substance misuse while fostering pathways into education and employment. Consortia or partnerships are encouraged, allowing for the collaboration of agencies skilled in relationship-building with statutory agencies and community partners. The focus on creating sustainable opportunities and reducing reoffending aligns with businesses that can deliver high-quality, holistic support services that transcend the justice system's immediate needs, thus offering meaningful, long-term outcomes for the youth involved.
